On the afternoon of October 14, the Standing Committee of the Provincial Party Committee worked with the Party Committee of the Department of Home Affairs on the results of Party building work and political tasks since the beginning of the 2020-2025 term. Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired the meeting. Also working were comrades: Bui Thuy Phuong, Head of the Provincial Party Committee's Organization Committee; Diep Van Chien, Head of the Provincial Party Committee's Internal Affairs Committee; Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee.
The Party Committee of the Department of Home Affairs currently has 9 Party cells with 69 Party members. Since the beginning of the 2020-2025 term, the Party building and rectification work has been given special attention by the Party Executive Committee of the Department of Home Affairs and its affiliated Party cells, regularly led and directed the implementation with high political determination, great efforts, drastic actions and achieved many clear results, closely combined, harmoniously and effectively. In particular, the Party building work has been focused on promoting, the Party rectification work has been focused on and strengthened; the work of fighting and preventing corruption and negativity has been given attention and promoted.
Regarding professional tasks, the Department effectively performs state management of the field of Home Affairs in the province, administrative reform, state apparatus reform, government building, actively advises competent authorities to issue many resolutions and legal documents to concretize the Party's guidelines and State laws and policies in the field of home affairs. Notably, advising the Provincial Party Committee to issue Resolution No. 05-NQ/TU dated April 9, 2020 on Promoting administrative reform, improving the investment and business environment, enhancing provincial competitiveness by 2025, with a vision to 2030. Results: From 2020 to 2024, the Quang Ninh PAR Index ranked first nationwide for 3 times, ranked second for 1 year; the SIPAS index ranked first nationwide for 5 consecutive years. Thereby basically completing the goal of the Resolution of the 15th Provincial Party Congress, term 2020-2025 "Annually maintaining the leading position in the country in terms of PCI Index, PAR Index, SIPAS, PAPI".
Speaking at the working session, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, acknowledged the efforts and achievements of the Party Committee of the Department of Home Affairs in Party building and leadership and direction in implementing the political tasks of the sector in the past time.
Regarding the key tasks in the coming time, he requested the Department of Home Affairs to fully and seriously absorb the opinions expressed at the Conference, concretize them into work plans and programs to effectively implement Party building work, effectively carry out the political tasks of the industry in 2024 as well as the following years.
In the work of Party building, civil servants of the Department of Home Affairs need to strengthen their professional training and knowledge of political theory and legal education. Thereby, they can flexibly apply them in practical work.
In addition, strengthen the work of Party building and rectification in conjunction with the implementation of annual political tasks; regularly, continuously and effectively carry out the study and following of Ho Chi Minh's ideology, morality and style; promptly detect, prevent and promptly stop signs of degradation in ideology, morality and lifestyle of cadres and party members in conjunction with the fight against corruption, waste, against degradation in ideology, politics, morality and lifestyle, prevent and repel signs of degradation of "self-evolution" and "self-transformation". Promote the leadership and direction of Party committees and heads of units, at the same time, raise the sense of responsibility, promote the vanguard and exemplary role of cadres and party members.
Continue to implement Directive No. 35-CT/TW dated June 14, 2024 of the Politburo "on Party congresses at all levels towards the 14th National Congress of the Party" and related directive documents of the Provincial Party Committee, the Party Committee of the Bloc to well organize the congresses of affiliated Party cells, the Congress of Party delegates of the Department of Home Affairs for the term 2025 - 2030. Advise the Provincial People's Committee to deploy the election of village, hamlet and neighborhood heads for the term 2025 - 2027.
He noted that in the process of directing personnel preparation, it is necessary to research and coordinate the implementation of solutions to ensure standards, meet the spirit of "5 truths and 6 dares", and rejuvenate the team. Strictly and systematically implement the regime, principles of Party organization and activities, focus on promoting democracy, self-criticism and criticism of Party members in activities; substantially and effectively implement Instruction No. 05-HD/BTCTU dated May 19, 2024 of the Provincial Party Committee's Organizing Committee "on the framework of criteria for building and implementing the model of 4-good Party cells, 4-good grassroots Party organizations in the Provincial Party Committee" and guiding documents of the Provincial Party Committee of Agencies.
The Department of Home Affairs pays attention to doing a good job in training and fostering, arranging job rotation; training cadres, leaders, and professional managers for sectors and fields. In particular, it focuses on training a team of science and technology cadres, attracting high-quality human resources in the province. He noted that in the work of developing high-quality human resources, the Department of Home Affairs studies Resolution No. 30-NQ/TW, dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045, advising the province to submit to the National Assembly for consideration a number of specific mechanisms and policies for the island border areas and coastal areas of Quang Ninh province.
Regarding the construction of grassroots government, the Department of Home Affairs proactively studies job positions associated with local characteristics to advise the province to arrange and assign them appropriately. Research, review and evaluate the unit apparatus models deployed in the past to gain experience and propose directions and solutions to build a suitable operating apparatus in the coming time.
He agreed with the solution of having a suitable roadmap for rotating cadres in the health and education sectors. In addition, it is necessary to continue to improve the effectiveness of state management of religion. The Department of Home Affairs advised the Provincial People's Committee to soon issue regulations on managing cultural, sports and tourism activities. At the same time, it is necessary to include rules of conduct in public places.
Regarding archiving and administrative reform, the Provincial People's Committee directed departments and branches to strengthen coordination with the Department of Home Affairs in performing assigned tasks. In addition, the Department of Home Affairs organized and implemented well the recruitment of civil servants, public employees, civil servant promotion, and promotion of professional titles of public employees every year, ensuring publicity, transparency, and compliance with regulations. Researched and advised on innovation in training and fostering content and methods; advised on improving recruitment quality, annually allocating at least 50% of civil servant recruitment needs to recruit high-quality human resources according to the province's requirements. Strengthened and improved the quality of Party cell activities, built a model of Party cell 35 with good practices, innovation, and compliance with principles.
