Accelerating the progress of power grid projects

(PLVN) - Power source projects in the 8th Power Plan are very slow in implementation. In this situation, transmission grid projects to import electricity from Laos and to clear gas-fired thermal power plants are being asked to speed up progress to complete and put into operation soon.

Build detailed weekly progress

Information at the latest meeting of the State Steering Committee for important national programs, works and projects, key to the energy sector (Steering Committee) shows that currently, the grid projects importing electricity from Laos have basically resolved the difficulties and obstacles in terms of land; the grid project to synchronize the capacity of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants has had positive changes in the work of approving, supplementing the planning and site clearance (GPMB). However, besides the achieved results, many tasks have not yet reached the progress required by the Government, the Prime Minister and the Steering Committee.

Therefore, in order to soon complete the above projects and ensure progress, Deputy Head of the Steering Committee of the Minister of Industry and Trade Nguyen Hong Dien requested relevant ministries, branches, localities, Vietnam Electricity Group (EVN) and the National Power Transmission Corporation (EVNNPT) to focus on implementing a number of key tasks.

In particular, EVN and EVNNPT are required to strengthen coordination with local People's Committees to promptly handle arising problems and difficulties to speed up the progress of compensation, site clearance and construction.

These two units were also directed to request contractors to increase human resources, machinery, and materials to speed up construction work at project sites. In particular, resources were focused to be able to immediately implement the next steps of the Lao Cai - Vinh Yen 500 kV Transmission Line project after the Prime Minister approved the project investment policy.

Notably, the Standing Deputy Head of the Steering Committee requested that the Steering Committee will hold regular meetings every 2 weeks with ministries, branches, localities and related units to review and evaluate the situation and results of implementing energy projects in order to promptly resolve difficulties and problems arising, promoting the progress of projects; initially focusing on 3 major projects: the project of importing power grid from Laos to Vietnam; the 500kV Nam Sum - Nong Cong project; the power grid to release the capacity of the Nhon Trach 3 and Nhon Trach 4 thermal power plant projects; the 500kV Lao Cai - Vinh Yen transmission line project.

Complete 2 grid projects imported from Laos in October - November

To ensure national energy security, the Steering Committee has directed relevant local units and sectors to strive to complete the 220kV Nam Sum - Nong Cong Transmission Line project and the 220kV Dak Ooc Switching Station project and the 220kV connecting transmission line in October 2024; Complete the 500kV Monsoon - Thanh My Transmission Line project in November 2024. To complete this progress on schedule, the Deputy Head of the Steering Committee has requested the People's Committees of Quang Nam, Nghe An and Thanh Hoa provinces to proactively report to the Standing Committee of the Provincial Party Committee to lead and direct the entire political system of the localities to participate, focusing on removing difficulties and obstacles in the process of implementing the projects.

In addition, the People's Committees of the provinces need to focus on directing the People's Committees of the districts where the power lines pass through to urgently complete procedures for compensation and site clearance; strengthen propaganda and mobilize households to support, hand over the land and voluntarily cut down trees in the safety corridor...

For the synchronous power grid projects to release the capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plants, the Steering Committee requested the People's Committee of Dong Nai province to proactively report to the Provincial People's Council to soon issue a Resolution to supplement the list of land acquisition projects in 2024 and change the purpose of rice land use in 2024 in the province for the projects to have a basis for implementing the next procedures on compensation for site clearance.

At the same time, promptly issue regulations on the procedures for compensation, support, site clearance, land prices, crop prices, and architectural structures according to the provisions of the Land Law and the Decrees guiding its implementation to have a basis for implementing work related to compensation and site clearance for projects; Focus on directing the People's Committees of districts where power lines pass through to promptly implement procedures on compensation and site clearance and mobilize households to support and agree with the investment and construction of projects, promptly hand over the site to investors and contractors for construction in October 2024.
