Conducting the 2025 rural and agricultural census starting from July 1

On the morning of December 18, Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister, Head of the Central Steering Committee for the 2025 Rural and Agricultural Census, chaired an online conference to implement Decision No. 484/QD-TTg dated June 7, 2024 on organizing the 2025 Rural and Agricultural Census (referred to as Decision No. 484/QD-TTg).

According to Decision No. 484/QD-TTg, the 2025 Rural and Agricultural Census will collect the following groups of information: the current status of agricultural, forestry and fishery production; the current status of rural areas; information on rural residents.

One of the new features of the 2025 rural and agricultural census compared to the 2016 census is that the investigation and information collection will be conducted using electronic questionnaires (web-form) and electronic forms (CAPI) replacing all paper forms. The 2025 rural and agricultural census will collect information for 30 days, from July 1, 2025 to July 30, 2025. Preliminary results will be announced in December 2025. Official results will be announced in March 2026. Thematic analysis reports will be published in July 2026.

In Thanh Hoa, implementing Decision No. 484/QD-TTg, in October 2024, Thanh Hoa province established the Steering Committee for the 2025 Rural and Agricultural Census of Thanh Hoa province with 10 members headed by the Vice Chairman of the Provincial People's Committee. The Department of Statistics of Thanh Hoa province - the Standing Agency of the Provincial Steering Committee has proactively guided all levels to establish the Steering Committee and the Standing Working Group at the district level and establish the Steering Committee at the commune level with sufficient conditions according to regulations. As of December 15, districts, towns and cities in the province have established the Steering Committee at the district level.

To effectively implement the General Census according to the proposed plan, the Thanh Hoa Provincial General Census Steering Committee is actively guiding units to complete the Steering Committee and the Standing Team to assist the Steering Committee; guiding communes subject to merger to establish commune Steering Committees in January and February 2025 to promptly implement the tasks in the general census. At the same time, complete documents serving the general census, ensuring feasibility and suitability with the actual conditions of the province. Implement professional training courses for Steering Committee members, members of the Standing Team, supervisors and investigators at all levels, scheduled to be held in March and May 2025.

Concluding the conference, Deputy Prime Minister Nguyen Hoa Binh emphasized: This is a very important census for the strategic advisory work of the statistics sector, helping the Party and State have information on rural areas and agriculture in the overall economic picture of the whole country as a basis for making policy decisions and directives in line with economic development.

To effectively implement Decision No. 484/QD-TTg, Deputy Prime Minister Nguyen Hoa Binh requested localities to pay attention to directing and preparing necessary conditions to effectively carry out the 2025 Rural and Agricultural Census. Localities organize the selection of investigators and organize training for investigators on investigation, statistics, and information technology application. The Ministry of Planning and Investment and the General Statistics Office will absorb opinions at the conference to develop an implementation plan that is close to reality. At the same time, well organize propaganda work to the people in many forms, especially propaganda on digital platforms.

Local media agencies and newspapers should step up propaganda work for the people about the rural and agricultural census in many forms so that people can understand and cooperate. Central ministries and branches, based on their functions and tasks, should carry out their tasks well so that the 2025 rural and agricultural census will be successful.

To effectively carry out the 2025 Agricultural and Rural Census in Thanh Hoa province, Vice Chairman of the Provincial People's Committee Le Duc Giang emphasized: In the coming time, along with the completion of the Provincial Steering Committee and the Standing Working Group, units and localities need to promptly complete the District and Commune Steering Committees; especially units subject to mergers according to the plan. The General Statistics Office coordinates with Thanh Hoa Newspaper, Thanh Hoa Radio and Television to strengthen propaganda work on the purpose, significance and time of the Agricultural and Rural Census to create high consensus among the people. Recruit a team of investigators; provide professional training for members of the Steering Committee and ensure all conditions to carry out the Census in the province according to the plan, project and assigned tasks.
