Arranging administrative units (ADUs) according to the Central Government's policy, from January 1, 2025, Phu Ninh will have 10 commune-level ADUs (reduced by 1 unit). Accordingly, the locality will merge the entire natural area and population of Tam Vinh commune into Phu Thinh town.
Immediately after its establishment, the Party Committee of Phu Thinh Town (new) focused on consolidating and perfecting the Party organization, government, and local mass organizations. The arrangement of cadres and civil servants was ensured according to the assigned number, including 28 cadres and civil servants and 19 part-time workers.
Mr. Nguyen Hung Linh - Secretary of the Party Committee of Phu Thinh town said that the town's organizational structure will operate stably right after January 1, 2025.
The Executive Committee of Phu Thinh Town Party Committee held a meeting to supplement the operating regulations, deploy resolutions, plans, and key programs of the Party Committee in 2025; at the same time, direct the preparation work for the Party cell and Party Committee congresses of the new term.
The Town People's Committee focuses on implementing the socio-economic development plan, budget allocation and public investment plan for 2025 approved by the Town People's Council.
Merging Tam Vinh commune, Phu Thinh town has expanded space for development, however, the pressure on investment to maintain the criteria of a type V urban area, or to upgrade the urban space is receiving support from superiors.
Among many proposed mechanisms, the People's Council of Phu Ninh district agreed to allocate the district budget for Phu Thinh town to support fences, gates and relocate barns to serve investment in construction, upgrading and expanding traffic routes in alleys and lanes in the town's blocks, with a support level not exceeding 1 billion VND/block.
Sharing about the town's difficulties after the merger, Mr. Nguyen Hung Linh said that previously, Tam Vinh commune managed the current status according to the new rural planning, while Phu Thinh managed according to the urban planning. After the merger, there was no consensus on urban planning, so it was very difficult to manage the planning.
"We have recommended that the District Party Committee direct the District People's Committee and relevant sectors to promptly coordinate with the locality to develop a plan to expand Phu Thinh town after the merger to submit to higher authorities for appraisal and approval and have a basis for implementation and investment in the town's development in the new phase," said Mr. Linh.
Reduce contacts and staff
After 7 years of implementing Resolution No. 18 dated October 25, 2017 of the Central Executive Committee (term XII), according to the Standing Committee of Phu Ninh District Party Committee, the organizational structure of agencies and units in the political system has been streamlined and reduced.
Specifically, 12 organizations and 12 department-level leaders have been reduced; overlapping functions, tasks, and management areas have been overcome. Some public service units have been reorganized with more reasonable models.
At present, implementing the revolution of streamlining the organizational apparatus under the direction of the Central Government, Phu Ninh has built and implemented the arrangement of reducing 1 party agency and 2 specialized departments under the District People's Committee (reducing 2 department heads).
Mr. Le Van Ninh - Standing Deputy Secretary of Phu Ninh District Party Committee said that the Standing Committee of the District Party Committee leads and directs closely following the guiding documents of the Central and the province when developing a project to reorganize the apparatus of the district's political system.
The study proposes to arrange in the direction that if the province arranges and merges agencies and units, the district will arrange and merge corresponding agencies and units, ensuring the principle that one agency performs many tasks, and one task is assigned to only one agency to preside over and take primary responsibility.
As well as thoroughly overcoming the overlapping of functions and tasks, division of areas and fields, and many cumbersome intermediary organizations, ensuring smooth, effective and efficient operations.
Phu Ninh also studies the arrangement of public service units and associations assigned by the Party and the State in accordance with the general orientation and reality of the district. The process of developing the project includes an impact assessment, research, and proposal of solutions appropriate to the local characteristics.
“Regarding human resources, the total number of civil servants in the district is now 144, a decrease of 22 compared to 2017. The total number of civil servants in public service units is 957, a decrease of 61 compared to 2017. Agencies and units arrange their staff, civil servants, public employees, and workers in accordance with the requirements of assigned tasks,” Mr. Ninh shared.
