Synchronously implement solutions to reduce traffic accidents

2025 is the year of the sprint to implement the targets of the Resolution of the 20th Provincial Party Congress, competing to achieve achievements to welcome the Party Congresses at all levels towards the 21st Provincial Party Congress, economic and social activities are promoted. In particular, infrastructure development projects are being promoted for construction and completion. Therefore, traffic activities will be further strengthened, the traffic safety and order situation in the area is therefore forecasted to have many factors affecting complicated developments. According to the synthesis of the Provincial Traffic Safety Committee, from December 15, 2024 to March 14, 2025, the traffic accident situation in the province increased in all 3 criteria of number of cases, number of deaths and number of injuries compared to the same period last year. In just the first 3 months of 2025, the whole province had 82 traffic accidents (an increase of 3 cases, equivalent to an increase of 3.8%); killed 41 people (up 3 people, equivalent to an increase of 7.9%); injured 56 people (up 6 people, equivalent to an increase of 12%).

In that situation, to continue implementing the goal of curbing and reducing traffic accidents in all three criteria, it requires more drastic direction from authorities at all levels, departments, branches, organizations and the support of all people. On March 19, 2025, the Provincial People's Committee issued Plan No. 48/KH-UBND on ensuring traffic safety and order in 2025 in the province. Accordingly, the Provincial People's Committee requested the Provincial Traffic Safety Committee, departments, branches and localities to direct and organize the drastic and synchronous implementation of solutions from the province to districts, cities, communes, wards and towns right from the first months, first quarter and the whole year of 2025. Departments, branches, organizations, People's Committees of districts and cities of Nam Dinh develop plans and specifically implement each task and activity in accordance with the practical conditions of the unit and locality, ensuring savings and avoiding formalities. Disseminate, popularize and educate the law on traffic safety and order, thoroughly grasp the tasks to each cadre, party member, civil servant, employee, worker and student; absolutely comply with the law on traffic safety and order, gradually build a safe traffic culture; attach the responsibility of individual leaders to the results of the implementation of the task of ensuring traffic safety and order within the scope of functions, tasks and authority of agencies and units performing public duties. Take the criteria of compliance with the 2024 Road Law; the 2024 Road Traffic Safety and Order Law and traffic safety regulations as one of the criteria for evaluating and classifying emulation. Strengthen the application of science and technology in ensuring traffic safety and order, first of all focusing on the application of information technology and data science in transport management and operation, traffic control, traffic safety propaganda; monitor, detect and handle violations of traffic safety and order.

To achieve the above goals, the Provincial People's Committee requests member agencies of the Provincial Traffic Safety Committee and Traffic Safety Committees of districts and cities of Nam Dinh to focus on implementing 8 key groups of tasks. The focus is on improving the effectiveness and efficiency of leadership and direction, first of all, strengthening inspection and urging the implementation of the direction of the Provincial People's Committee in Plan No. 74/KH-UBND dated April 27, 2023 to implement Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic safety and order in the new situation, Plan No. 134/KH-UBND dated October 13, 2023 to implement Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic safety and order in the new situation. Building and perfecting institutions, mechanisms, legal policies and regulations related to ensuring traffic safety and order, promptly and effectively applying the achievements of the 4.0 industrial revolution into practice; integrating the goal of ensuring traffic safety and order into sectoral planning, regional planning, provincial and district planning, land use planning, urban and rural construction. Ensuring the progress and quality of key transport infrastructure investment projects; implementing tasks to improve traffic safety conditions for exploited transport infrastructure; handling traffic accident-prone points, potential traffic accident points, encroachment on roadsides, roadways and road safety corridors; eliminating illegally opened paths across railways; preventing and handling encroachment on protection corridors of inland waterways and channels.

Based on the 2025 traffic safety plan of the Provincial People's Committee, the Provincial Traffic Safety Committee requests member departments, branches and People's Committees of districts and cities to continue to promote propaganda, education, and dissemination of laws on ensuring traffic safety and order in accordance with the practical situation of the locality; strongly promote the role of the Vietnam Fatherland Front and socio-political organizations at the grassroots level to organize movements to mobilize people to comply with the law on traffic safety and order; build and replicate self-management models on ensuring traffic safety and order in accordance with local realities, especially in urban areas and in residential areas along roads and railways. Direct relevant departments, branches and units to urgently review and prioritize the implementation of maintenance items: clearing grass, clearing roads, clearing visibility at intersections, curves, and sections of roads with obstructed visibility of the routes assigned to manage in the area. Continue to implement Decision No. 32/2021/QD-UBND dated July 29, 2021 of the Provincial People's Committee promulgating Regulations on management and protection of road traffic infrastructure under the management of the Nam Dinh Provincial People's Committee and Decision No. 39/2021/QD-UBND dated September 20, 2021 of the Provincial People's Committee amending and supplementing a number of articles of the Regulations on management and protection of road traffic infrastructure under the management of the Nam Dinh Provincial People's Committee issued together with Decision No. 32/2021/QD-UBND dated July 29, 2021 of the Nam Dinh Provincial People's Committee; manage roadsides, sidewalks, clear and prevent encroachment of traffic safety corridors; Continue to deploy speed bumps and install warning signs from secondary roads to main roads, at intersections between district roads, commune roads, internal roads, rural roads, and intersections with railways;... Strengthen inspection and handling of violations of 3- and 4-wheeled homemade vehicles participating in traffic; patrol, control, prevent and control traffic accidents involving motorbikes, scooters, and electric bicycles on rural roads; strengthen and arrange additional forces other than the traffic police to participate in traffic flow and regulation to ensure traffic safety and order during holidays and Tet; strictly handle cases of drinking alcohol, beer, and participating in traffic, carrying more people than prescribed, and not wearing helmets when riding motorbikes, scooters, and electric bicycles. Inspect organizations and heads of organizations on the performance of State management tasks and public service in the area, strictly handle violations according to their authority. The People's Committee of Nam Dinh city and Vu Ban and Y Yen districts continue to closely coordinate with units of the Railway sector and related units to develop a plan to completely eliminate self-opened paths across the railway according to Plan No. 66/KH-UBND dated July 28, 2020 of the Provincial People's Committee, clearly stating the roadmap and specific details for the elimination of each self-opened path, periodically reporting monthly and quarterly on the results of the implementation of assigned tasks, mobilizing resources and socializing for implementation; allocating funds to strengthen safety measures, signals, and lookouts at self-opened paths with high risk of causing traffic safety loss; considering and strictly handling the responsibilities of the heads of grassroots levels, communes, wards, and towns if they allow self-opened paths across the railway, encroachment on the corridor or re-encroachment, and illegal use of land in the railway traffic safety corridor.

The whole province is determined to strive to achieve and complete the goal of controlling and reducing traffic accidents in all three criteria compared to 2024.
