The seminar was held in response to World Intellectual Property Day (April 26) and World Book and Copyright Day (April 23).
At the same time, the seminar is an opportunity to exchange and discuss many interesting and useful contents about copyright and related rights; contributing to raising awareness and sense of compliance with the law on copyright and related rights, promoting creative activities and protecting creative achievements and developing cultural industries in the spirit of Decision No. 1755/QD-TTg dated September 8, 2016 of the Prime Minister on approving the Strategy for developing cultural industries of Vietnam, aiming to build a healthy and competitive cultural industry, contributing more and more to GDP, creating more jobs and increasing the country's export turnover.

Speaking at the seminar, Director of the Copyright Office Tran Hoang said: According to the survey data published in 2021 by WIPO on the economic contribution of copyright-based cultural industries, in developed countries such as the United States, this contribution accounts for about 11.99% of GDP, Korea is 9.89% of GDP, France is 7.02% of GDP, Australia is 6.8% of GDP, Singapore is 6.19% of GDP, Canada is 6.15% of GDP, China is 7.35% of GDP, Malaysia is 5.7% of GDP and Thailand is 4.48% of GDP, Indonesia is 4.11% of GDP... These figures show that effective copyright protection plays an important role, contributing to the economic, cultural and social development of each country.
In Vietnam, according to estimated data, the added value (current prices) of cultural industries contributing to the economy in 2018 was estimated at 5.82%; in 2019 it was estimated at 6.02%; in 2020 and 2021, due to the impact of the pandemic, the figures decreased to only about 4.32% and 3.92%. By 2022, the industries had begun to recover and the contribution value had an estimated growth of 4.04%. The production value of Vietnam's cultural industries in the 2018-2022 period contributed an average of VND 1,059 trillion (equivalent to about 44 billion USD).
Currently, Vietnam's cultural industries have made new developments in terms of technology and public outreach; the commercial aspect of cultural industries is also being focused on development.

"Therefore, doing a good job of protecting copyright and related rights is one of the important factors for us to move towards building a healthy and competitive cultural industry; contributing more and more to GDP, creating more jobs and increasing the country's export turnover" - Mr. Tran Hoang emphasized.
At the seminar, delegates and experts discussed issues related to copyright policy, cultural industry development policy and support tools to promote copyright protection for the digital content creation industry.
Head of the Department of Cultural Industry Management, Copyright Office Hoang Long Huy said: Protection of copyright and related rights in the development of the cultural industry today plays an increasingly important role, contributing to the economic, cultural and social development of each country. However, with the development of science, engineering and technology, the cultural industry is also facing great challenges in protecting copyright of products. Because copying activities are becoming easier; self-protection of the rights of the subject and the activities of management and enforcement agencies on copyright and related rights still face many difficulties.

The reason is that it is difficult to identify and handle violations in the digital environment, especially cases involving foreign elements. In addition, there is still a lack of awareness among individuals and organizations about the role of copyright and related rights, and a low level of legal compliance among many agencies, organizations and individuals. Many subjects, for personal gain, infringe upon the legitimate rights and interests of authors and rights owners.
Also according to Mr. Hoang Long Huy, in the face of these challenges, to strengthen management and enforcement of copyright and related rights in the digital environment, Vietnam has become a member of the WCT Treaty from February 17, 2022 and a member of the WPPT Treaty from July 1, 2022.
At the same time, the Law amending and supplementing a number of articles of the Law on Intellectual Property, effective from January 1, 2023, has many new regulations on contents related to the protection of copyright and related rights in the digital environment. In addition, the Ministry of Culture, Sports and Tourism has also actively coordinated with the Ministry of Information and Communications in the digital transformation and enforcement of copyright and related rights protection in the digital environment.
Discussion space
Protecting copyrights of cultural industrial products will ensure revenue for businesses, said Hoang Dinh Chung, Director of the Digital Copyright Center, Vietnam Digital Communications Association: Strictly and effectively enforcing copyright protection in general, and copyrights in the cultural industry in particular, will not only ensure revenue for creators and businesses but also contribute to promoting the development of the country's economy. At the same time, it will help affirm the national brand, demonstrating the commitment that Vietnam has signed with the international community on copyright and related rights.
"Therefore, to protect copyrights for current cultural industrial products, creators and business owners need to raise awareness of intellectual property protection in every stage of the process of forming, operating and developing a business. Not only must they protect their own rights, but they must also courageously refuse to use other people's intellectual property without a transfer agreement. In addition, the State also needs to have stronger sanctions for copyright infringement cases" - Mr. Hoang Dinh Chung added./.
