To firmly ensure national energy security, a fundamental factor and an important premise for socio-economic development, the Government and the Prime Minister have directed early and remotely to ministries, branches, agencies and localities.

However, the supply of electricity and gasoline in recent times has been inadequate and difficult at times and in some places. There was a localized power shortage in the North at the end of the dry season in 2023 and a shortage of gasoline in some areas at the end of 2022.

The Prime Minister requested the Minister of Industry and Trade, Chairman of the State Capital Management Committee at Enterprises; Chairmen and General Directors of the following corporations: Vietnam Electricity (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV), and Vietnam Petroleum Group to continue to uphold the sense of responsibility, coordinate closely, seriously, resolutely, promptly, and effectively implement assigned tasks and solutions, all for the common goal, for the interests of the nation, people, and nation.

The Prime Minister requested the Ministry of Industry and Trade to urgently complete a plan to ensure electricity supply for production, business and consumption in the last months of 2023 and 2024, absolutely not allowing power shortages, and report to the Prime Minister before September 15.

The Ministry of Industry and Trade directs the drastic and synchronous implementation of investment preparation work for investment projects under the 500 kV line 3 project from Quang Trach, Quang Binh to Pho Noi, Hung Yen in accordance with regulations to be able to start construction of the component projects as soon as possible; strive to start construction in September. During the implementation process, absolutely do not allow negativity, corruption, group interests... to occur.

The Ministry of Industry and Trade shall urgently complete and submit to competent authorities for consideration and promulgation of policies and mechanisms to encourage the development of self-produced and self-consumed rooftop solar power and the direct power purchase and sale mechanism (DPPA); report to the Prime Minister before September 15.

The Ministry also needs to urgently complete the Prime Minister's Directive on ensuring electricity supply, coal and gas supply for electricity production in the coming time.

The State Capital Management Committee at Enterprises directs, urges, and supervises EVN, TKV, and PVN to quickly implement power construction investment projects.

EVN, TKV, PVN strengthen coordination, organize and implement well the contracts for electricity purchase and sale, coal supply, gas supply, all for the common goal, for the national and ethnic interests, of the people, thoroughly overcome the situation of fragmentation and local interests between units and enterprises under the State Capital Management Committee at enterprises in electricity production and supply.

The Groups: EVN, PVN, TKV strictly implement the directive, focusing on preparing for production, forecasting electricity load, hydrological forecasting for hydroelectric reservoirs; ensuring coal, gas, and oil fuel for power generation; quickly resolving power source and grid incidents...

Regarding the supply of petroleum, the Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Finance, the State Capital Management Committee at Enterprises, PVN, the Vietnam National Petroleum Group and relevant agencies to proactively and resolutely manage and balance the supply and demand of the petroleum market; ensuring the supply of petroleum for the production and business activities of enterprises and the consumption of people in all situations.

The Ministry of Industry and Trade shall preside over and coordinate with the State Capital Management Committee at Enterprises, PVN and relevant agencies and units to determine the output of domestic petroleum production enterprises to have a basis for balancing imported petroleum sources in the coming time, in order to ensure continuous maintenance and absolutely no interruption of supply.

In addition, it is necessary to preside over and coordinate with the Ministry of Finance and relevant agencies to closely monitor developments in the world petroleum market and the domestic petroleum production and trading situation to manage prices and use the Price Stabilization Fund appropriately, promptly and effectively in accordance with regulations.

Forces strengthen inspection and supervision to promptly detect and strictly handle violations in petroleum business.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct, inspect, urge and handle arising issues within his authority. If beyond his authority, he must report to the Prime Minister.
