Prime Minister Pham Minh Chinh is 'very concerned' because there are too many administrative procedures for land, wasting time, money and losing opportunities for people and businesses.
During a group discussion at the National Assembly on the morning of June 9, Prime Minister Pham Minh Chinh asked delegates to study and propose solutions to reduce land administrative procedures. "How can we reduce the levels, thereby reducing compliance costs and unnecessary costs, so that people and businesses do not have to go back and forth many times?", the Prime Minister said.
In early April, at the Government meeting on the draft Land Law, the Prime Minister requested agencies to minimize unnecessary cumbersome procedures, apply information technology, digital transformation, and facilitate transactions for people and businesses.

According to the Prime Minister, one amendment of the Law is unlikely to resolve all practical problems because no document can cover all aspects of life. However, the Government will try to resolve shortcomings in the process of exploiting, using and developing land resources.
"The bill must both address practical issues and have a predictive vision, innovative thinking, and strategic vision," said the Prime Minister. He asked delegates to share practical and international experiences and propose drafts so that when the law is passed, it will free up land resources, ensuring the harmony of interests of the state, the people, and investors.
The Government leader said that the draft revised Land Law will promote decentralization and delegation of power because this is a problem that has not been thoroughly resolved. In fact, there are cases where the purpose of using several hectares of rice and forest land has been changed, but the locality had to petition the Prime Minister, through many procedures, which took time.
"Promoting decentralization and delegation of power must go hand in hand with resource allocation and improving the implementation capacity of lower levels. The Central Government will focus on designing policies and inspection and monitoring tools," said Mr. Chinh.
Regarding land use planning , the Prime Minister said that it is necessary to clearly define authority and decentralization, and reduce administrative procedures. Land use planning and plans must solve urgent problems but must also have a long-term vision for sustainable development.
According to the Prime Minister, land is a constant that cannot be increased. Therefore, it is necessary to use and exploit effectively the space in the sky, on the ground, and underground. The reclamation of the sea must also be set with the goal of developing the country, in accordance with reality and protecting the environment. "It is necessary to use land resources economically with appropriate solutions," the Prime Minister emphasized.
He said that compensation and resettlement support to ensure that people have new housing equal to or better than their old place must be stipulated in the bill. However, this is only qualitative, so the drafting committee needs to specify it with clear quantitative criteria, creating favorable conditions for businesses implementing projects and people whose land is recovered.
"Land prices should be determined according to the market, but we must carefully calculate whether the State needs tools to intervene and regulate when necessary. If this policy is not specifically quantified, it can easily lead to violations, impracticality, and arbitrariness," the Prime Minister said, suggesting that localities improve the capacity of land officials; build an interconnected land database for convenient lookup and reference.
