Prime Minister: Comprehensive development of Thua Thien Hue is an objective requirement

According to the Prime Minister, comprehensive development of Thua Thien Hue in the direction of "identity, intelligence, adaptation, green, clean, beautiful, safe, and sustainable" is an objective requirement and strategic choice.

Speaking at the announcement ceremony of the Thua Thien Hue planning decision on the morning of April 6, Prime Minister Pham Minh Chinh assessed that the province has an important strategic position, is a bridge from the North to the South, and has great potential for marine-lagoon economic development. This is also a historical ancient capital, a heritage city with 5 world cultural heritages recognized by UNESCO (the complex of Hue monuments, Hue royal court music, Nguyen Dynasty woodblocks, Nguyen Dynasty administrative records and poetry on Hue royal architecture).

The Government leaders highly appreciated the province's economic growth rate in 2023, reaching 7.03%, ranking 28/63 nationwide and 9/14 in the North Central and Central Coast regions; higher than the national average (5.05%). The province has made much progress in administrative reform, improving the investment and business environment: PCI index ranked 6th, up 2 places; PAPI index increased 4 places, ranking first nationwide; ICT index ranked 4th; Innovation Index (PII) ranked 14th.

However, Thua Thien Hue has harsh natural conditions, little arable land; natural disasters, storms, floods, inundation, landslides, erosion. The scale of the province's economy is still small; the infrastructure system is still not synchronous; investment attraction is still low, there are no projects using high technology, with high added value...

Therefore, according to the head of the Government, Thua Thien Hue needs to focus on implementing "1 focus, 2 enhancements, 3 accelerations" when implementing the plans.

"One focus" is to mobilize and effectively use all legal resources to promote traditional growth drivers (investment, export, consumption); make breakthroughs in new growth drivers such as digital economy, green economy, circular economy, sharing economy, knowledge economy, cultural industry, entertainment industry, and climate change response.

"Two enhancements" include investment and development of human factors (improving people's knowledge, training high-quality human resources, nurturing talents; ensuring fairness, progress, social security, leaving no one behind); connecting regions, areas, domestically and internationally through cultural and tourism connections, traffic connections, production and supply chain systems, and market diversification.

"Three pushes" include developing a synchronous and comprehensive strategic infrastructure system (in terms of transportation, climate change response, digital infrastructure, culture, healthcare, education, society, etc.); developing cultural industry, entertainment industry, industry serving processing, manufacturing, production - supply chain for the region and the world; applying science and technology, innovation, start-ups in production and business, creating jobs and livelihoods for people.

The Prime Minister also suggested a number of key solutions for Thua Thien Hue to implement the planning. In particular, he emphasized that the province must effectively promote the three economic driving centers, allocate resources to synchronously and effectively implement development space. Marine economy, tourism economy, heritage economy need to be oriented "green, digital, circular"; improve the efficiency of exploiting Chan May - Lang Co Economic Zone, Phu Bai International Airport, Chan May deep-water port, Lang Co - Bach Ma, Tam Giang - Cau Hai lagoon, Hue Monuments Complex...

"Thua Thien Hue needs to promote administrative procedure reform, improve the investment and business environment; continue to improve indicators such as PAPI and PCI; prepare well for projects and fields calling for investment to welcome investors, especially large and potential investors," said the Prime Minister.

The planning of Thua Thien Hue province for the period 2021 - 2030, with a vision to 2050, and the general urban planning to 2045 with a vision to 2065 set the goal that by 2025, Hue will be a class I urban area, a centrally-run city with unique characteristics. This is an urban area developed on the basis of preserving and promoting the values ​​of tangible and intangible cultural heritage of the ancient capital, Hue's cultural identity, an urban area with unique ecology, landscape, environmental friendliness and intelligence.

Hue will be the growth pole of the Central region's dynamic region in terms of marine economy, tourism economy, a major center of the country in science - technology, specialized medicine, multi-disciplinary, multi-field, high-quality education and training...

From now until 2025, Thua Thien Hue will be built to become a centrally-governed city with 9 district-level administrative units. The existing Hue city is divided into the district north of the Huong River and the district south of the Huong River; 3 towns including Huong Thuy town, Huong Tra town and Phong Dien town (newly established); Phu Vang, Quang Dien, A Luoi districts; Phu Loc district is expected to be merged with Nam Dong district.

From 2025 to 2030, the centrally-governed city will include the district north of the Huong River, the district south of the Huong River, Huong Thuy district, two towns of Huong Tra, Phong Dien town and Phu Vang, Quang Dien, A Luoi districts, Phu Loc - Nam Dong district. Chan May urban area will be built including Chan May - Lang Co economic zone and the extension to meet the criteria of a type III urban area.

From 2030 to 2045, the city will be directly under the central government with 4 districts including the district north of the Huong River, south of the Huong River, Huong Thuy, Huong Tra; Chan May city; Phong Dien town and districts. From 2045 to 2065, Thua Thien Hue will stabilize and improve urban quality with a central urban area model including 4 districts, 1 city, town and districts.
