What will the import tariffs on goods entering the US be like in the future?

It is expected that this weekend, the Government will send a working delegation to the US.

The Donald Trump administration's imposition of a 46% tax on Vietnamese goods has received special attention from the press, with many questions being asked of representatives of the Ministry of Finance at the ministry's regular first-quarter press conference on the afternoon of April 3.

Speaking to the press, Deputy Minister of Finance Nguyen Duc Chi said that Vietnam has proactively reviewed and adjusted imported goods to increase import turnover, aiming to balance trade with partners, including the US.

“Everyone wants to move towards trade balance and development, which means greater turnover. We will persistently find a solution to share with our American partners, moving towards trade balance in the direction of development, increasing turnover without increasing taxes. The goal is for American and Vietnamese consumers to benefit,” Mr. Chi shared.

Also according to Deputy Minister Chi, this morning, April 3, the Prime Minister and Government leaders met with ministries, including the Ministry of Finance, to come up with solutions. It is expected that this weekend, the Government will send a working delegation to the US to work on issues related to reciprocal taxes.

“We believe that the specific tax rate will be considered and hope that your country will exchange information and provide appropriate support,” Mr. Chi expected.

The average tariff on Vietnamese goods to the US is only 9.4%.

Regarding the expected impact of the US's new tax policy on Vietnam, at the press conference, Mr. Truong Ba Tuan - Deputy Director of the Department of Tax, Fee and Charge Policy Management and Supervision (Ministry of Finance) - said that the US's imposition of a tax of up to 46% will negatively affect the production of Vietnamese enterprises. In particular, the most affected industries are those with a large proportion of exports to the US such as electronic components, textiles, footwear, etc.

According to Mr. Tuan, the Ministry of Finance is reviewing all import and export goods, looking for the reason why the US imposed a tax of up to 46% on Vietnamese goods. Besides the tax factor, are there any other factors? From there, the Ministry of Finance will propose appropriate solutions.

"According to the latest report from the Office of the US Trade Representative, Vietnam's average import tax rate is only 9.4%. It is also clear that most US goods exported to Vietnam are subject to an import tax of 15% or less.

Thus, Vietnam's tariff level is much lower than the 90% or 46% that the US announced this morning. So we need to clarify what other factors besides the tax factor that they included in calculating the corresponding tax rate of 90% and the applicable rate of 46%?" - Mr. Tuan emphasized.

Mr. Tuan also informed that the Ministry of Finance had previously reviewed the import tax schedule of goods. At the end of March, the Government issued Decree 73, which reduced import tax rates on many groups of goods from major trading partners, including the US.

This tax rate adjustment aims to balance the trade balance with major partners and comprehensive strategic partners. This will help consumers access lower costs, including tax reductions for 16 groups of products such as automobiles, agriculture, etc.
