Prime Minister chairs meeting on building international financial center in Vietnam

The Prime Minister pointed out that the goal of building the Financial Center is to form a financial market, develop financial services and related services to mobilize financial resources.

On the afternoon of September 30, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee and the Steering Committee for the development of the Project for a Regional and International Financial Center in Vietnam (Steering Committee).

Also attending were Politburo members: Permanent Deputy Prime Minister Nguyen Hoa Binh, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Minister Tran Hong Ha, leaders of central ministries, branches, Ho Chi Minh City and Da Nang.

At the meeting, delegates listened to a report on the project to build a regional and international financial center in Vietnam; discussed the international and domestic context; the needs, potentials, requirements, and tasks of building an international financial center in Vietnam.

Acknowledging the enthusiastic opinions of the delegates, concluding the meeting, Prime Minister Pham Minh Chinh requested the Steering Committee, relevant ministries, agencies and Ho Chi Minh City and Da Nang City to absorb the opinions of the delegates.

At the same time, relevant parties continue to consult and exchange with agencies and organizations, refer to international models to build a Financial Center suitable to Vietnam's current and future political, historical, cultural, and socio-economic conditions without being perfectionist or hasty.

The Prime Minister pointed out that the goal of building the Financial Center is to form a financial market, develop financial services and related services to mobilize financial resources for the development of Ho Chi Minh City, Da Nang in particular, and the country in general.

The Prime Minister requested to clearly define the scope, objects, and operating model of the Financial Center; conditions on infrastructure, human resources, finance, land, and ecosystem; propose functions, tasks, powers, and operating mechanisms of the regional and international Financial Center.

Along with that, propose a legal framework, specific policy mechanisms, including visa, labor, and tax policies, to attract financial resources, especially green finance and digital finance, forming a healthy, safe, and integrated financial market to maximize the potential and advantages of Vietnam, including Ho Chi Minh City and Da Nang City.

The Prime Minister requested ministries and branches to uphold their sense of responsibility and promptly complete the Project on building financial centers to ensure feasibility, efficiency, and suitability to the practical situation; and submit it to the Politburo and the National Assembly for consideration./.
