Prime Minister chairs online conference on issuing criminal records via VneID

On the afternoon of October 2, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired an online conference to deploy the pilot expansion of the Electronic Health Book (ESH) and issuance of Judicial Record Certificates (LLTP) via VneID nationwide.

Prime Minister Pham Minh Chinh delivered a concluding speech at the Conference.

The conference was connected online (4 levels) from the Government headquarters to ministries, branches, provinces, centrally run cities, and localities at district and commune levels.

Also attending were Deputy Prime Minister Le Thanh Long; Minister, Head of the Government Office Tran Van Son; Minister of Information and Communications Nguyen Manh Hung; leaders of ministries, branches, central agencies, provinces and centrally-run cities, leaders of departments, branches, and working groups implementing Project 06.

The Prime Minister and delegates performed the button-pressing ceremony to deploy electronic health books and issue criminal records via VneID nationwide.

Attending and chairing the conference at Phu Tho bridge point was comrade Bui Van Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Implementing the Prime Minister's conclusion at the Conference to review Project 06 in the first six months of 2024, as a standing agency, the Ministry of Public Security has coordinated with the Ministry of Justice, the Ministry of Health, the Vietnam Social Security, and local People's Committees to prepare legal conditions, technology infrastructure, data, and resources to deploy the Electronic Registration Book and issue Temporary Resident Cards on VneID.

Regarding the results of implementing electronic health books, the Ministry of Health has created more than 32 million electronic health book data for people, of which more than 14 million citizens have integrated electronic health books on VNeID with 12,518/12,693 health examination and treatment facilities covered by health insurance (reaching 98%) and synchronized through Vietnam Social Security to integrate into VNeID; organized training for 100% of health examination and treatment facilities to receive and use when presenting directly on VNeID. Health examination and treatment facilities have implemented the interconnection of 16 medical examination and treatment information fields according to the instructions of Vietnam Social Security to automatically fill in forms, helping to save time and effort for doctors.

Regarding referral papers and re-examination appointments, the Ministry of Public Security, in coordination with Vietnam Social Security and the Ministry of Health, has created and integrated 911,696 data on referral papers and 2,629,117 data on re-examination appointments on VNeID, ready for nationwide publication.

Regarding the implementation of issuing criminal records, after more than 4 months of pilot implementation in Hanoi and Thua Thien Hue, initial results have been remarkable, bringing convenience and receiving enthusiastic support from the people. The Ministry of Public Security has also coordinated with the Ministry of Justice to develop and promulgate the Pilot Procedure for Issuing Criminal Records on the VNeID application.

63 provinces and cities have actively connected the provincial and municipal administrative procedure settlement system with the Ministry of Justice's shared LLTP Management Software and the VneID application. To date, 27/63 provinces and cities have successfully tested; 4/27 provinces have completed the scanning of safety, security, and information confidentiality according to the regulations of the Ministry of Public Security.

At the conference, after listening to the overall report assessing the progress and results of the implementation of the Electronic Health Book and the issuance of the Temporary Resident Card on the VNeID application nationwide, representatives of the Ministry of Health, Vietnam Social Security, and the Ministry of Justice spoke and committed to ensuring infrastructure and specific conditions for localities to implement. Leaders of the People's Committees of some provinces and centrally-run cities also raised the advantages, difficulties, and key tasks and solutions to effectively implement this work.

Overview of the Conference.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized "5 promotions associated with 5 guarantees" to widely deploy the Electronic Registration Book and issue LLTP cards on the VneID application, including: Promoting strong digital transformation (DT) in terms of thinking, action and awareness. Promoting administrative reform, especially administrative procedures associated with DI, developing digital government, improving State management capacity towards modernity, openness, transparency, effectiveness and efficiency. Promoting the development of specialized national databases to enhance interconnection, integration and data sharing. Promoting utilities on the VNeID platform for people and businesses to use and truly enjoy. Promoting information and communication, creating consensus and understanding among the people and the whole society.

In addition, ensure the synchronous participation of all local ministries and branches in the implementation process. Ensure that digital infrastructure and digital platforms operate stably and smoothly, without signal dips or power shortages.

Ensure human resources to deploy applications, utilities, digital platforms, with sufficient capacity, dedication, scope and high responsibility. 100% of people and businesses have needs to have easy, safe, convenient, low-cost access, attract people to participate in giving opinions in the design and creation process, aiming to personalize the online public services provided. Ensure network security, information security, privacy of information, data and data must be "correct - sufficient - clean - alive" in real time. All services are integrated in 1 platform.

At the Conference, the Prime Minister, Government leaders and leaders of a number of ministries and branches "pressed the button" to deploy the Electronic Registration Book and issue LLTP Cards through the VNeID application nationwide.
