Telegram sent to the Chairmen of the People's Committees of the provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa and the Ministries: National Defense, Public Security, Natural Resources and Environment, Agriculture and Rural Development, Industry and Trade, Transport, Construction, Foreign Affairs.
The telegram stated: At 1:00 p.m. on November 7, 2024, the center of storm YINXING was located at about 18.5 degrees North latitude, 122.4 degrees East longitude (on the sea northeast of Lu Dong Island - Philippines), the strongest wind near the center of the storm was level 15, gusting above level 17.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, early tomorrow morning (November 8, 2024), the storm will enter the eastern part of the northern East Sea (becoming storm No. 7); at 1:00 p.m. on November 8, 2024, the center of the storm will be at about 18.5 degrees North latitude, 118.8 degrees East longitude, the strongest wind near the center of the storm will be level 14, gusting to level 17, then the storm will continue to move west and change direction to the southwest towards the Hoang Sa archipelago and coastal waters of the Central Central region. Storm No. 7 can cause thunderstorms, whirlwinds, strong winds, large waves, which are very dangerous for ships and vehicles operating in the northern and central East Sea (including the Hoang Sa archipelago and coastal waters of the Central and South Central regions) from November 8 to 12, 2024.
This is a strong storm with complex developments. To proactively respond and limit damage caused by the storm, the Prime Minister requests Ministers and Chairmen of People's Committees of provinces and cities to monitor and update developments of the storm, rain, and floods, promptly direct and deploy response work according to assigned functions and tasks, focusing on the following specific tasks:
1- Chairmen of People's Committees of provinces and cities shall proactively direct and deploy storm response work in a timely and effective manner, in accordance with the actual developments of storms and floods in the locality, focusing on strictly controlling ships going out to sea, ensuring safety for vehicles and ships still operating at sea and at anchorages and shelters; reviewing plans, being ready to evacuate residents in dangerous areas, promptly deploying measures to ensure the safety of people's lives and property when storms are at risk of direct impact; proactively deploying work to ensure the safety of dikes, dams and reservoirs; being ready with forces and means to promptly support people, rescue and overcome the consequences of storms and floods.
2- The Ministry of Natural Resources and Environment closely monitors, forecasts, and promptly updates information on storm developments so that relevant agencies and people can proactively deploy response measures.
3- The Ministry of National Defense and the Ministry of Public Security direct relevant agencies and units to review response plans, proactively organize and deploy forces and means to be ready to support localities in responding to storms and floods when requested by localities.
4- The Ministry of Industry and Trade, the Ministry of Transport and relevant ministries and branches, according to their state management functions and assigned tasks, shall proactively direct and coordinate with localities to deploy work to ensure safety of offshore oil and gas activities, mineral exploitation and power grid systems; ensure safe operation of hydroelectric reservoirs; ensure traffic safety according to regulations.
5- The Minister of Agriculture and Rural Development shall closely monitor the situation, proactively direct the effective implementation of storm and flood response work according to assigned tasks and authority; ensure the safety of agricultural production activities, dykes, reservoirs and dams; promptly report and propose to the Prime Minister issues beyond his authority.
6- Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media agencies should increase reporting on the storm's developments and response efforts so that people can proactively prevent and avoid it./.
