Cambodian Prime Minister appreciates Mekong cooperation mechanism

According to Kampuchea Thmey newspaper, Cambodian Prime Minister Hun Manet's comments were made within the framework of the 4th Mekong-Lancang Cooperation Summit with the theme "Joining hands to build a community of shared future and modernization among Mekong-Lancang countries". The conference took place online on December 25.

At the conference, the leaders expressed satisfaction with the remarkable progress within the framework of Mekong-Lancang cooperation, and assessed the achievements over the past 7 years, bringing about many clear results and benefits in all fields through the successful implementation of the 5-year Mekong-Lancang cooperation action plan for the 2018-2022 period.

The leaders commended the Mekong-Lancang Cooperation Special Fund for supporting more than 700 projects in the fields of clean water, agriculture, capacity building, poverty reduction, health, women's rights, culture, religion and many other areas, as proposed by the six member countries.

The leaders also welcomed the approval of the Mekong-Lancang Cooperation Special Fund for projects in 2023, and called for increased efficiency in implementing related projects to serve socio-economic development and improve people's lives in all six countries.

Within the framework of the conference, Cambodian Prime Minister Hun Manet expressed satisfaction with the achievements in Mekong-Lancang cooperation, especially the results from the implementation of 89 projects in Cambodia under the Mekong-Lancang Special Fund since 2017.

Regarding the future development orientation of Mekong-Lancang cooperation, Prime Minister Hun Manet emphasized the importance of building a community of shared future, peace and prosperity among countries in the Mekong-Lancang region, supporting the people-centered "Economic Development Belt", strengthening the subregional supply chain and connecting the global value chain through enhancing regional connectivity and industrial cooperation, as well as promoting the digital economy in cross-border economic cooperation and the long-term competitiveness of the region.

According to the article, the 4th Mekong-Lancang Cooperation Summit successfully concluded with the adoption of three important documents, including the Nay Pyi Taw Declaration of the 4th Mekong-Lancang Cooperation Summit, the 5-year Action Plan on Mekong-Lancang Cooperation for the period 2023-2027, and the Joint Initiative on Developing the Mekong-Lancang Innovation Corridor. These are important documents that contribute to further promoting the development of the Mekong-Lancang region.

Previously, on the afternoon of December 25, Fresh News reported on the above Conference with the title "Prime Minister Hun Manet attends the Mekong-Lancang Cooperation Summit", affirming that this is an important event for the Mekong-Lancang member countries to aim at the common goals of promoting peace, stability and prosperity in the sub-region, while promoting further development of Mekong-Lancang cooperation through the implementation of the 5-year Action Plan on Mekong-Lancang Cooperation.

According to Fresh News, the Mekong-Lancang Cooperation is a cooperation mechanism between five countries along the Mekong River including Myanmar, Thailand, Laos, Cambodia and Vietnam and China's Lancang River.

This cooperation framework was initiated by the late Chinese Premier Li Keqiang at the 17th China-ASEAN Summit on November 13, 2014 in Myanmar, based on Thailand's initiative on sustainable development of the Mekong-Lancang sub-region in 2012.

The Mekong-Lancang Cooperation mechanism includes many conferences divided into four levels. Of which, the working group conference is held once or twice a year and, if necessary, the senior officials' meeting is held once a year and, if necessary, the foreign ministers' meeting is held once a year and the summit is held once every two years.

The Mekong-Lancang Conference is held with China as the permanent co-chair, and the Mekong countries taking turns co-chairing in alphabetical order. This sub-regional cooperation framework is established and operates according to the principles of consensus, openness, integration, equality, consultation and coordination, voluntary contribution and common interests, respect for the United Nations Charter and international law, aiming to promote cooperation in all fields, build a community with a shared future, peace and prosperity, maintain peace, stability and promote development in the region.

The Mekong - Lancang River has a total length of about 4,880 km, flowing through 6 countries including China, Myanmar, Thailand, Laos, Cambodia and Vietnam, spanning a basin of 795,000 km2, storing and providing water for about 326 million people in the Mekong - Lancang sub-region.
