The total amount of waste generated in the province is currently estimated at more than 1,000 tons/day, of which urban areas are more than 400 tons/day and rural areas are more than 600 tons/day.
Household waste is mainly treated by direct burial and landfill; burning in communal-level incinerators accounts for nearly 80%, the rest is treated by other forms such as incineration without energy recovery, recycling to produce organic fertilizer. This is considered one of the resources for energy production that is being wasted.
On the other hand, according to the planning of Vinh Phuc province for the period of 2021 - 2030, with a vision to 2050 approved by the Prime Minister, regarding the power development planning, a solution for power sources has been proposed: "Implement according to the planning and implementation plan of the National power development planning for the period of 2021 - 2030, with a vision to 2050; encourage the development of renewable energy types such as rooftop solar power, wind power, biomass power, waste-to-energy... in accordance with current legal regulations".
On December 28, 2024, the Prime Minister issued Decision No. 1682 approving the supplement and update of the plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050, including supplementing and updating 2 waste treatment plants using waste-to-energy technology in Son Loi commune (Binh Xuyen) with a capacity of 11 MW and 4 MW to be put into operation in the 2026-2030 period.
Attracting waste treatment projects using incineration-electricity technology is of particular interest to the province. In fact, many investors in this field have come to learn about and propose investment projects in the province.
Specifically, at the end of 2023, Korea EastWest Power Company of Korea and LTT Energy Solutions Company Limited (Hanoi) came to work and proposed to invest in a green environmental restoration project divided into 2 phases in the province. According to the proposal, with modern technology, the factory is capable of treating up to 90% of domestic solid waste, producing electricity, construction materials for landfill and unburnt materials, nutritious soil for plants and treating wastewater in accordance with environmental regulations of Vietnam and internationally.
Recently, on January 16, 2025, Vietnam International Trade Investment Joint Stock Company sent a document requesting the Provincial Investment Promotion and Enterprise Support Center to introduce the location and provide information on investment in building a waste-to-energy plant.
Specifically, in the field of waste treatment, the company plans to cooperate with China Qi Li Ecological Environment Group - one of the units specializing in waste treatment in China with 10 years of experience and 20 factories in China. Based on research on the current situation of waste treatment in the province, the investor proposed to invest in building a waste-to-energy project in the province with an expected investment scale of about 2,500 - 3,000 billion VND; expected area of about 8 - 10 hectares, expected capacity: Burning 1,000 tons of waste/day and night, producing 20 MW of electricity.
After synthesizing information from functional departments, agencies and local authorities, recently, the Provincial Investment Promotion and Enterprise Support Center organized a working session with investors to provide information in response to agencies and units and discuss the contents according to the investors' proposals.
Accordingly, the investor agreed to select the location of the waste-to-energy plant in Son Loi commune (Binh Xuyen); requested to coordinate and support the necessary procedures for the project to be implemented soon. Based on the investor's proposal, the Provincial Investment Promotion and Enterprise Support Center proposed the Provincial People's Committee to assign the Department of Construction to preside over, along with departments, branches and localities to provide information on construction planning and land; specifically, details about the location and location of the waste-to-energy plant in Son Loi commune.
Propose that the province assign the Department of Finance to take the lead in guiding investors on the procedures for project implementation and provide information on relevant investment incentive policies for investors to study; assign the Department of Agriculture and Environment to take the lead with departments, branches and localities to provide information on land use planning, land use plans, mechanisms and policies related to land, environment... for investors to study; assign the Center for Investment Promotion and Enterprise Support to continue to be the focal point connecting investors and departments, branches and localities in the process of project implementation...
In fact, attracting and putting into operation modern waste treatment projects such as waste-to-energy projects has been effective in many provinces and cities across the country. With the current rapid economic development and urbanization of the province, the effective treatment of solid waste to produce electricity contributes to reducing environmental pollution, promoting economic development in a "green" and sustainable direction in the future.
