Dear comrades!
I welcome and appreciate the National Scientific Conference with the theme: “Human, human rights are the center, goal, subject and driving force of national development” chaired by the Ho Chi Minh National Academy of Politics, in coordination with the Vietnam Academy of Social Sciences, Communist Magazine and Hung Yen Provincial Party Committee. Due to work conditions, I cannot attend, I send some opinions to the Conference for your reference and discussion.
In every revolutionary stage, the consistent and continuous viewpoint of our Party and State on human rights is to liberate people from oppression and exploitation, bringing freedom, prosperity and happiness to the people; people and human rights are both the goal and the driving force of the Vietnamese revolution. The first political platform of the Party adopted at the Conference to establish the Communist Party of Vietnam (February 1930) outlined the basic guidelines of the Vietnamese revolution, emphasizing: making Vietnam completely independent, the people free to organize, and men and women equal.
On September 2, 1945, in front of millions of Vietnamese people and the whole world, President Ho Chi Minh solemnly read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam. The short, concise founding document not only announced to the world the birth of an independent, sovereign nation, but also served as a declaration of human rights in Vietnam.
In the process of comprehensive national renovation, our Party and State always identify human rights as a common value of humanity; “people are the root”, people are both the goal and the driving force of the cause of building and defending the Fatherland; ensuring and promoting human rights is an important factor for sustainable development; human rights are promoted and firmly guaranteed by the institutions of the socialist rule of law State of the people, by the people, for the people.
Not only ensuring the rights and freedoms of the people according to international standards; by joining and signing 7/9 basic conventions and dozens of international treaties related to human rights, being a member of the United Nations Human Rights Council for the 2014-2016 and 2023-2025 terms with initiatives; Vietnam has many practical contributions to the common cause of promoting and protecting human rights at all national, regional and international levels.
Implementing a consistent and thorough viewpoint on human rights is the key factor in creating the strength of the great national unity bloc, combining national strength with the strength of the times, under the leadership of the Party, leading the Vietnamese revolutionary boat to overcome all rapids, winning one victory after another, creating many miracles, and achieving great achievements after 79 years of founding the country and 40 years of national renovation.
With the position and strength after 40 years of national renewal, with new opportunities and fortunes, we are facing a historic opportunity to bring the country into a new era, an era of national growth, posing an urgent requirement to continue developing new thinking and awareness about people and socialist human rights in order to mobilize the highest socialist human resources, unleash all resources, and create a strong driving force to promote breakthrough development.
I hope and believe that this scientific conference will provide vivid scientific and practical arguments, clarify new thoughts and perceptions about the strategy of socialist human, developing socialist human, respecting, ensuring, protecting human rights and promoting the role and value of socialist human rights, creating a driving force for national development in the new era, the era of our nation's rise, contributing to continuing to perfect the theory of the renovation policy, of Socialism and the path to Socialism in Vietnam.
I wish the Conference great success. I wish you all good health, happiness and success; continue to dedicate and contribute to the glorious revolutionary cause of the Party and the nation.
