The content of the letter is as follows:

“Jill and I would like to express our deepest condolences to Madame Ngo Thi Man and the people of Vietnam on the passing of General Secretary of the Communist Party of Vietnam Nguyen Phu Trong… Since we first met in Washington DC in 2015, we have worked together to overcome the pain of the past and seize the promise of the future, not only for the benefit of our peoples but also for people across the Indo-Pacific region. I was proud to stand with the General Secretary during his visit to Hanoi last year and together we opened a new era of cooperation between our two countries. That event was a testament to the shared desire of our peoples for peace and prosperity for all. It was also a testament to the General Secretary’s determination to take our relationship to its highest level, a Comprehensive Strategic Partnership.

The United States will not forget the General Secretary’s leadership. The United States fully supports a strong, self-reliant, and independent Vietnam to which the General Secretary has devoted his entire life. As the great poet Nguyen Du wrote: “Heaven has allowed this day to come/ The mist at the end of the lane has cleared, the clouds in the sky have parted,” General Secretary Nguyen Phu Trong played an indispensable role in dispelling the clouds that have clouded the relationship between the two countries over the past 50 years. Let us honor the memory of General Secretary Nguyen Phu Trong by continuing his legacy and maintaining this important partnership.”

Writing in the condolence book for General Secretary Nguyen Phu Trong, US Secretary of State Antony Blinken wrote: “On behalf of the United States, I would like to express my sincere condolences on the passing of General Secretary Nguyen Phu Trong - a visionary leader who helped heal the wounds of war and build bridges of peace and cooperation between Vietnam and the United States. He will be missed by the American people.”

On behalf of the family, Madam Ngo Thi Man expressed her emotion at the good feelings that the US side, President Biden and Secretary of State Blinken personally had for the General Secretary. She believes that the two sides will continue to effectively implement the Vietnam - US Joint Statement of September 2023 to promote and develop the bilateral cooperation relationship to be increasingly good, substantive and in-depth for the benefit of the people of both countries.

On this occasion, Mrs. Ngo Thi Man sent her sincere thanks and best wishes to President Biden, his wife and family.
