Agree on the plan to summarize Project 09 and meet with Dien Bien soldiers

Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien spoke at the working session with the Provincial Party Standing Committee.

Attending the meeting were comrades: Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Duc Toan, member of the Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Lo Van Mung, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Vietnam Fatherland Front Committee; representatives of leaders of a number of provincial departments, branches and sectors.

The summary of the implementation of Project 09 is expected to be held in March 2024. Of which, the district level will complete before March 15 and the provincial level will summarize on March 22-23. The summary content includes evaluating the results of the implementation of Project 09; the handover ceremony of 5,000 solidarity houses to poor households in the province; praising and rewarding collectives and individuals with outstanding achievements in mobilizing, supporting and organizing the implementation of Project 09. About 330 delegates attended the summary, including leaders of the Party, State, Central Committee of the Vietnam Fatherland Front, ministries, departments and central branches; delegates of provinces, sponsoring units, delegates of the province, etc.

Delegates also participated in the plan to organize activities to honor and show gratitude to heroes, martyrs, Dien Bien Phu soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu campaign; coordinate to organize a meeting program for Dien Bien soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu campaign in Dien Bien. The subjects of honor are relatives of martyrs and deceased Dien Bien soldiers who are being worshiped locally; wounded and sick soldiers; Dien Bien soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu campaign residing in the province who cannot attend the meeting program. The gift level ranges from 200,000 to 1,000,000 VND depending on the subject. The time to organize visits and give gifts is before or after the meeting program but must be completed before April 30.

The meeting program is chaired by the Central Committee of the Vietnam Fatherland Front, with an expected number of 350 delegates including Dien Bien soldiers, youth volunteers, frontline workers, wounded soldiers, relatives of typical martyrs who directly participated in the Dien Bien Phu campaign of Dien Bien, Lai Chau, Son La, Hanoi, Thanh Hoa, Nghe An, Ha Tinh, Thai Binh, Ninh Binh, Ho Chi Minh City; invited delegates, provincial delegates. The event will take place on April 17, 2024 in Dien Bien Phu City.

Provincial Party Secretary Tran Quoc Cuong spoke at the meeting.

Speaking at the meeting, comrade Do Van Chien affirmed: The program to honor and show gratitude to heroic martyrs, meet Dien Bien soldiers, youth volunteers, and frontline workers who directly participated in the Dien Bien Phu campaign is a very meaningful activity. Therefore, the province will proactively implement the activities of visiting and giving gifts accordingly. Regarding the plan to meet Dien Bien soldiers, it is proposed to invite all Dien Bien soldiers and frontline workers in Dien Bien and Lai Chau provinces. Some other localities only invite representatives of Dien Bien soldiers; at the same time, invite Dien Bien soldiers who are heroes of the armed forces nationwide; and relatives of typical heroic martyrs. He also suggested to move the time of visiting and visiting historical sites to the afternoon before the meeting; organize a reception at noon instead of the evening. In the meeting program, add a cultural program; remove the exchange with typical examples and replace it with speeches by Dien Bien soldiers; The number of delegates will be reduced to 200-250. The organization cost will be sponsored by the banking system with a total amount of about 6 billion VND.

Regarding the plan to coordinate and summarize the implementation of the Project to mobilize support for building solidarity houses for poor households in the province towards the 70th anniversary of the Dien Bien Phu victory, the Chairman of the Central Committee of the Vietnam Fatherland Front emphasized that the implementing subject is Dien Bien province. It is proposed to remove the art program; the content focuses on evaluating the results of the Project implementation; presentations by district and commune level delegates; organizing visits to poor households to hand over houses.

Receiving the direction of the Chairman of the Central Committee of the Vietnam Fatherland Front, Provincial Party Secretary Tran Quoc Cuong requested units to adjust the draft plan to summarize the implementation of Project 09 and the plan to organize honoring and gratitude activities accordingly.
