On Tuesday, October 24, 2023, the National Assembly continued the second working day of the 6th Session of the 15th National Assembly at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning

The National Assembly discussed in groups about:

i) Evaluate the results of the implementation of the 2023 socio-economic development plan; forecast the 2024 socio-economic development plan.

ii) The implementation of the state budget in 2023, the state budget estimate, the central budget allocation plan in 2024 (including the 3-year state financial-budget plan 2024-2026; the implementation of the state budget public investment plan in 2023, the expected state budget public investment plan in 2024; the implementation of the 2023 financial plan, the expected 2024 financial plan of the extra-budgetary state financial funds managed by the central government; the addition of the regular expenditure estimates of the state budget in 2023 for ministries, central agencies, and localities).

iii) Mid-term assessment of the implementation of the plans: socio-economic development for 2021-2025; economic restructuring for the 2021-2025 period; medium-term public investment for the 2021-2025 period; national finance and borrowing and repayment of 5-year public debt for the 2021-2025 period.

iv) Results of implementing Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.

v) Government report on piloting a number of specific mechanisms and policies for the development of Da Nang city.

vi) Results of the review of the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session, 15th National Assembly.

Afternoon

Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present a report explaining, accepting and revising the draft Law on Management and Protection of National Defense Works and Military Zones.

Afterwards, the National Assembly discussed in the Hall a number of contents with different opinions of the draft Law on Management and Protection of National Defense Works and Military Zones.

At the discussion session, 10 delegates spoke and 2 debated opinions; in which the delegates' opinions basically agreed with the content of the Report on explanation, acceptance and adjustment of the National Assembly Standing Committee.

In addition, in order to continue perfecting the draft law, delegates focused on discussing: Scope of regulation; determining the scope of protection of defense works and military zones; dual-use works; protection regime for restricted areas, protected areas, safety belts of defense works and military zones; safety belts of ammunition depots, technical safety corridors of military antenna systems; classification and grouping of defense works and military zones; change of purpose of use of defense works and military zones; regimes and policies for localities, organizations, households and individuals affected by management and protection activities of defense works and military zones; forces protecting defense works and military zones; handling of works and architectural objects; management and use of land and water surfaces within the protection scope of defense works and military zones; prohibited acts; responsibilities of the Government; responsibilities of People's Councils and People's Committees at all levels; word explanation…

At the end of the discussion session, Minister of National Defense Phan Van Giang spoke to explain and clarify a number of issues raised by National Assembly delegates.

Content 2: Under the direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly listened to Head of the Delegation Work Committee of the National Assembly Standing Committee Nguyen Thi Thanh present the Report on the proposed list of people to be voted on for confidence.

The National Assembly then voted to approve the list of people who were given a vote of confidence using the electronic voting system. The results were as follows: 472 delegates participated in the vote (equal to 95.95% of the total number of National Assembly delegates), of which 471 delegates approved (equal to 95.34% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates).

Wednesday, October 25, 2023: In the morning, the National Assembly works in the hall, listens to the report on the results of the discussion in the delegation on issues related to the vote of confidence; conducts the vote of confidence by secret ballot; then, the National Assembly discusses the draft Law on Identification.

In the afternoon, the National Assembly worked in the hall, listening to: Report on vote counting results; draft Resolution confirming the results of the vote of confidence for those holding positions elected and approved by the National Assembly and voting to pass the Resolution; then, the National Assembly discussed the draft Law on Telecommunications (amended).
