The 11th Conference of the 13th Party Central Committee discussed and gave opinions on two groups of issues:
The group of issues continues to arrange and streamline political system agencies, arrange administrative units and organize 2-level local government:
(1) Report on the organizational arrangement of the political system according to Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat presented to the 11th Conference of the 13th Party Central Committee.
(2) Project to rearrange and reorganize administrative units at all levels and build a two-level local government organization model.
(3) Project to reorganize and streamline the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State (central, provincial, and communal levels).
(4) Project to continue to arrange and streamline the People's Court apparatus to operate effectively and efficiently, meeting the requirements of judicial reform in the new situation.
(5) Project to continue to arrange and streamline the People's Procuracy apparatus in the direction of not organizing at the district level.
(6) Project on local party organization system (provincial and communal levels).
(7) Project to review, amend and supplement the Constitution and laws of the State to serve the organization and apparatus arrangement of the political system.
(8) Draft Regulations on the implementation of the Party Charter and Draft Regulations on Party inspection, supervision and discipline work.

Group of issues on preparation for the 14th Congress and election of the 16th National Assembly, election of People's Councils at all levels for the 2026-2031 term:
(1) Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party.
(2) Draft Report "Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam".
(3) Draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030; directions and tasks for socio-economic development for the 5 years 2026-2030.
(4) Draft Report of the 13th Party Central Committee summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Congress of the Party.
(5) Personnel work orientation for the 14th Party Congress.
(6) Review and supplement the planning of the 14th Party Central Committee.
(7) Amend, supplement and replace Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Party Congress to continue implementing the policy of streamlining and streamlining the apparatus of the political system.
(8) Project on orientation for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The 11th Conference of the 13th Party Central Committee gave opinions (in writing) on a number of other important contents.

1. The Central Executive Committee has agreed on the basic contents of the draft documents submitted to the 14th Congress: Political Report of the 13th Party Central Executive Committee at the 14th National Congress of the Party; Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Report of the 13th Party Central Executive Committee on summarizing the Party building work and implementing the Party Charter submitted to the 14th National Congress of the Party; Report assessing 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030; directions and tasks for socio-economic development in the 5-year period 2026-2030.
1.1. On the draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party
The Central Executive Committee unanimously assessed that the draft Report had been carefully, comprehensively and deeply prepared; fully absorbing the comments contributed at the 10th Central Conference of the 13th tenure; focusing on presenting general and general comments and assessments on the results of implementing the Resolution of the 13th Congress; continuing to update the current situation, especially new strategic decisions of a revolutionary nature.

1.2. On the draft Report summarizing some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam
The Central Executive Committee unanimously assessed that the draft Report “Summary of some theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam” had updated and absorbed the guiding views of General Secretary To Lam, the results in the renovation of the apparatus to be streamlined, strong, efficient, effective, and efficient, and the recent fluctuations in the world; edited, updated the content, re-expressed, and supplemented new data and assessments, especially the comments of General Secretary To Lam on the achievements in the economy, culture, society and people, national defense, security, foreign affairs, Party building and rectification and the political system.
1.3. On the draft Report of the 13th Party Central Committee on summarizing the work of Party building and implementing the Party Charter to be submitted to the 14th National Congress of the Party
The Central Executive Committee unanimously assessed that the draft Report has updated and supplemented new contents in accordance with the Central Committee's direction from the 10th Central Conference to the present, especially the very important thoughts and guiding viewpoints of General Secretary To Lam at the working sessions on February 27, 2025 and March 6, 2025; it has been shortened to demonstrate action, succinctness and conciseness.
1.4. Regarding the draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030; directions and tasks for socio-economic development for the 5 years 2026-2030 (referred to as the draft Socio-Economic Report)
The Central Executive Committee unanimously assessed that the draft Socio-Economic Report had incorporated the Central Committee's opinions (at the 10th Central Conference and the January 2025 Central Conference); the articles, speeches and especially the direction of General Secretary To Lam at the meeting with the Standing Committees of the Sub-Committees and the Socio-Economic Sub-Committee; the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the practical situation taking place at home and abroad and the draft Political Report of the Document Sub-Committee. Based on research, updating the new context and direction along with the historical strategic decisions that have been and are being implemented, the draft Socio-Economic Report was supplemented and perfected in a revolutionary, actionable, highly feasible, concise, succinct, and more focused direction.
The Central Executive Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on reception and explanation to direct the 14th Congress Subcommittees to receive and complete the above draft documents to collect opinions from Party congresses at all levels for the 2025-2030 term according to regulations.
2. The Central Executive Committee basically agreed on the draft of the Personnel Work Direction for the 14th Party Central Executive Committee.
The Central Executive Committee unanimously assessed the draft Personnel Work Orientation. The 14th Party Central Executive Committee has accepted the Central Committee's opinions at the 10th Central Conference, the opinions and contributions of former key leaders of the Party and State, and the Central Committee's policies and Resolutions on streamlining the organizational apparatus of agencies, units and localities in the political system. The Central Executive Committee has discussed and considered carefully and in many aspects, and based on practical requirements, on the basis of current regulations of the Party and inheriting regulations on quantity and structure of some recent terms, determined the direction of personnel work of the 14th Party Central Executive Committee to ensure comprehensive leadership and direction of the Central Executive Committee, Politburo, and Secretariat in important areas of work after implementing the arrangement and streamlining of the apparatus of agencies, units, and localities in the political system and proactively building a team of high-ranking Party leaders with sufficient qualities, capacity, prestige, and equal to the tasks, meeting the requirements of leadership in carrying out political tasks in the new period.
The Central Executive Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on reception and explanation to direct the completion of the Personnel Work Direction, and continue to report to the Party Central Executive Committee.
3. The Central Executive Committee gives opinions on introducing additional personnel to the planning of the 14th Party Central Executive Committee for the Politburo to consider and decide on the planning of the Party Central Executive Committee for the 2026-2031 term according to its authority.
4. The Central Executive Committee basically agreed on the Project on the direction of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The Central Executive Committee emphasized that the election of National Assembly deputies and People's Council deputies is a form of direct democracy, a way to express the will, aspirations and mastery of the people in building the State in general and representative agencies - State power agencies from the central to local levels in our country in particular. This election of National Assembly deputies and People's Council deputies at all levels is held in the context that our country is continuing to build and perfect the socialist rule-of-law State, vigorously implementing the renovation process, and streamlining the apparatus of the political system to be streamlined and operate effectively and efficiently; therefore, it is necessary to ensure the comprehensive leadership and direction of the Politburo, the Secretariat, and Party committees at all levels so that the election is conducted synchronously, democratically, legally, safely, economically and truly a festival, a large-scale political activity of the entire people; Implement well the Party's policy on arranging and organizing the staff in state agencies at the central and local levels; link the personnel results of Party Congresses at all levels and cadre planning with the work of preparing personnel for National Assembly deputies and People's Council deputies at all levels; election work with the requirements of building and consolidating the state apparatus, meeting the requirements and tasks of socio-economic development of the country in the period of 2026-2031.
The Central Executive Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on acceptance and explanation to issue the Conclusion on election directions and Directive on leadership of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; direct the National Assembly Party Committee to organize the implementation; lead and direct the preparation and successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
5. On continuing to arrange and streamline political system agencies, arrange administrative units and organize 2-level local government
The Central Executive Committee basically agreed with the contents proposed by the Politburo and the Project on the plan to merge provincial-level administrative units, not organize the district level, merge the commune level and build a two-level local government organization model; arrange socio-political organizations and mass organizations assigned by the Party and State into the Vietnam Fatherland Front; arrange and streamline the organization of the People's Court and the People's Procuracy; build a system of local party organizations; and advocate amending and supplementing a number of articles of the 2013 Constitution.
The Central Executive Committee unanimously approved a number of specific contents to continue implementing tasks and solutions to improve and enhance the efficiency, effectiveness and efficiency of the organizational apparatus of the political system as follows:
5.1. Regarding the organization of the two-level local government apparatus: (1) Unify the policy of organizing the two-level local government: Provincial level (province, centrally-run city), communal level (commune, ward, special zone under province, city); end the operation of district-level administrative units from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) come into effect. (2) Unify the number of provincial-level administrative units after the merger to be 34 provinces and cities. (3) Unify the merger of communal-level administrative units to ensure that the whole country reduces the number of communal-level administrative units by about 60-70% compared to the present.
5.2. Regarding the organization of the Fatherland Front and socio-political organizations and mass associations assigned by the Party and the State: (1) Agree on the policy of arranging 5 socio-political organizations, 30 mass organizations assigned by the Party and the State and other mass organizations to be directly under the Vietnam Fatherland Front, with the Standing Committee of the Central Committee of the Vietnam Fatherland Front chairing consultations and coordinating unified actions. The arrangement and streamlining of the apparatus of the Vietnam Fatherland Front, socio-political organizations and mass associations assigned by the Party and the State must ensure that they are oriented towards the grassroots, closely follow the locality, and care for the legitimate and legal rights and interests of the people and union members of their organizations. (2) Agree on the policy of ending the activities of civil servant unions and armed forces unions; reducing the level of union dues paid by union members.
5.3. Regarding the organizational system of People's Courts and People's Procuracies at all levels: Unify the policy of arranging and streamlining the organizational structure of People's Courts and People's Procuracies; the organizational system of People's Courts and People's Procuracies has 3 levels: People's Courts and Supreme People's Procuracies, provincial and regional levels. End the operations of People's Courts, High-level People's Procuracies and District-level People's Courts and People's Procuracies.
5.4. Regarding the local party organization system: Agree on the policy of establishing local party organizations corresponding to the provincial and communal administrative systems (after rearrangement). End the activities of district-level party committees (districts, towns, cities, districts under provinces, centrally run cities). Establish party organizations corresponding to provincial and communal administrative units in accordance with the Party Charter and regulations of the Central Government.
The Central Executive Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on reception and explanation to direct the reception, completion, and promulgation of relevant regulations and instructions to ensure that the local party organization system operates stably and without interruption.
The Central Executive Committee assigned the Politburo to direct the Government Party Committee to: Direct the completion of the Project on rearranging and reorganizing administrative units at all levels (including researching and reviewing the completion of criteria for rearranging communes, wards, and special zones) and building a model for organizing two-level local governments; direct competent agencies to coordinate with relevant provinces and centrally-run cities to complete the dossier on the Project on rearranging, merging, and consolidating administrative units at provincial and communal levels, People's Councils, and People's Committees at all levels to submit to the National Assembly and the National Assembly Standing Committee for consideration and decision according to their authority; Urgently lead and direct central authorities to closely coordinate with localities to advise on the completion of legal documents to promptly organize the implementation of the arrangement of administrative units at all levels and organize the activities of two-level local governments in conjunction with promoting decentralization and delegation of power to localities, ensuring sufficient conditions and resources for implementation, enhancing the role of autonomy and self-responsibility of local governments; review regimes, policies, and roadmap for streamlining payroll, calculating costs, and balancing the budget; ensure unity, synchronization, and close connection with the effective implementation of the policies and resolutions of the Party Central Committee, the Politburo, and the Secretariat of the 13th tenure on the arrangement and streamlining of the apparatus of the political system.
The Central Executive Committee held a meeting with the Standing Committees of the provincial and municipal Party Committees directly under the Central Committee to focus on leadership, direction and urgently develop a Project under the guidance of competent authorities to reorganize provincial-level administrative units, not organize district-level and reorganize commune-level units. In which, based on local criteria and reality, proactively research, develop plans, report to competent authorities to decide on the implementation of reorganization, name, location of commune headquarters, ensuring that commune-level governments are streamlined, effective, efficient, close to the people, serving the practical interests of the people, reducing costs; at the same time, deploy the organization of local government activities at 2 levels according to legal regulations to ensure the correct roadmap and progress, achieving the goal of streamlining, efficiency, effectiveness, and efficiency associated with the successful organization of Party congresses at all levels towards the 14th National Congress of the Party; Strengthening the prevention and fight against corruption, waste, and negativity in the arrangement of cadres, management, and use of public finance and assets; resolving administrative procedures for people and businesses to ensure no interruptions or disruptions.
6. The Central Executive Committee basically agreed on the content of the amendments and supplements to Regulation No. 232-QD/TW dated January 20, 2025 of the Central Executive Committee of the Party on the implementation of the Party Charter; Regulation No. 22-QD/TW dated July 28, 2021 and Regulation No. 262-QD/TW dated February 3, 2025 of the Central Executive Committee of the Party on the inspection, supervision and discipline work of the Party.
The Central Executive Committee assigned the Politburo to base on the Central Committee's discussion opinions to direct the reception, completion and promulgation according to its authority.
7. The Central Executive Committee basically agreed on the content of the amendment and supplement to Directive No. 35-CT/TW, dated June 14, 2024 and Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party.
The Central Executive Committee emphasized that the work of preparing and organizing Party congresses at all levels must be led and directed by Party committees at all levels to be implemented in accordance with the Party's regulations and principles, especially the principle of democratic centralism, ensuring safety, practicality, efficiency, without formality, and resolutely fighting waste and negativity. Improving the quality of Party congress documents at all levels is closely linked to the implementation of the Party Central Committee's policies and resolutions on streamlining the apparatus in the entire political system. The work of preparing personnel, electing or appointing must be strictly implemented in accordance with the Party's principles and regulations and the State's laws; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, and transparency; ensuring high solidarity and unity; being careful step by step, "doing it right"; Closely linked with the work of planning and preparing leadership personnel for Party, State and Fatherland Front agencies (including socio-political organizations) for the next term, meeting practical requirements.
The Central Executive Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's acceptance and explanation report to direct the acceptance, completion and promulgation according to its authority.
8. The Central Executive Committee agrees on the policy of amending and supplementing the Constitution and laws of the State related to regulations on the Vietnam Fatherland Front and socio-political organizations; regulations on local governments to serve the organization and apparatus arrangement of the political system; ensuring completion before June 30, 2025, effective from July 1, 2025; stipulating a transition period to ensure smooth, uninterrupted operations, in accordance with the planned roadmap for arrangement and merger.
The Central Executive Committee assigned the Politburo to direct the National Assembly Party Committee to lead and direct the National Assembly and the National Assembly Standing Committee to coordinate with relevant agencies to implement the amendment and supplementation of a number of articles of the 2013 Constitution in accordance with regulations; to issue relevant Resolutions of the National Assembly and the National Assembly Standing Committee to rearrange administrative units at all levels and organize two-level local governments in accordance with schedule, creating a favorable legal basis for the process of rearranging the apparatus of the political system and removing difficulties and obstacles, clearing bottlenecks, liberating production capacity, and mobilizing all resources for development; the Government Party Committee to direct and provide specific guidance on documents, administrative procedures, and the use of seals, etc. to avoid confusion and waste.
9. The Central Executive Committee approved the Politburo's Report on important tasks the Politburo has resolved from the 10th Conference to the 11th Conference of the 13th Party Central Executive Committee and a number of key tasks from the 11th Conference to the 12th Conference of the 13th Party Central Executive Committee; Report on institutional improvement work; Report on preparations for the 14th Party Congress; General report on the situation of the country, on the challenges threatening security and order that have emerged recently, on the world and regional situation and directions and tasks in the coming time; the situation and solutions related to responding to the new US tariff policy.
10. The Central Executive Committee listened to a special report on breakthroughs in science, technology, innovation and national digital transformation.
11. The Central Executive Committee carried out a number of contents on personnel work, including: (1) Agreeing to let comrade Nguyen Van Hieu cease to hold the position of alternate member of the 13th Party Central Committee. (2) Disciplinary action in the form of dismissal from all positions in the Party for comrade Truong Hoa Binh, former member of the Politburo, former Deputy Secretary of the Government Party Committee, former Permanent Deputy Prime Minister of the Government.
The tasks in the coming period are very heavy. The Party Central Committee requires Party committees, agencies, units, and organizations, especially leaders, to focus on amending, supplementing, and perfecting institutions, especially regulations on state management, national governance, and social management in the direction of promoting decentralization and delegation of power, clearly defining the functions, tasks, authority, responsibility, and organizational structure of each level, each sector, each agency, unit, organization, and individual. Timely adjust and synchronously issue regulations and guidelines so that agencies, units, and organizations of the political system operate smoothly, effectively, efficiently, and effectively according to the new organizational model.
