Sa Pa town organizes the 4th Congress of Ethnic Minorities

On May 28-29, Sa Pa town solemnly held the 4th Congress of Ethnic Minorities, term 2024-2029.

Attending the congress were comrades: Nguyen Trong Hai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Nong Duc Ngoc, Head of the Provincial Ethnic Committee, Deputy Head of the Steering Committee of the Provincial Ethnic Minority Congress; Standing members of the Town Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Sa Pa town; 150 delegates representing over 58,000 ethnic minorities in the town.

Sa Pa town has 15/16 communes and wards in ethnic minority and mountainous areas; population of over 72,000 people, of which ethnic minorities account for 86.7%; the economy is mainly agricultural production and tourism service development.

Identifying socio-economic development in ethnic minority areas as both an important goal and political task, the Party Committee and the town government always pay special attention, and at the same time closely and comprehensively direct all areas to develop rapidly and sustainably in rural areas and ethnic minority areas. Along with paying attention to and implementing the Party and State's policies on ethnic affairs, the Sa Pa Town Party Committee has proposed many programs, projects and resolutions, creating a combined strength, promoting the effectiveness of national target programs, socio-economic development, sustainable poverty reduction, especially in extremely difficult areas, areas where ethnic minorities live...

Thanks to that, the economy continues to maintain a stable growth momentum, the average economic growth rate of the town from 2019 to present has reached 8.73%/year; the average income of people has reached 52.89 million VND/year; the economic structure has shifted in the right direction, positively; services and tourism increased by 53.57%. Poverty reduction policies have been effectively implemented, so far supporting 245 households to build houses; opening 45 vocational training classes for 3,183 ethnic minority students, the total number of workers with jobs after training is over 80%; the average poverty reduction rate is 6%/year...

With the theme “Solidarity - Innovation - Integration - Development”, the congress devoted time for delegates to discuss, share experiences, and agree to propose 10 goals and 8 solutions for implementation in the coming time. In particular, striving for the average annual poverty reduction rate in ethnic minority areas to reach 6% or more; the rate of households using national grid electricity and other suitable electricity sources to reach 99%; the rate of ethnic minorities using hygienic water to reach 95.5% or more; 98% of ethnic minorities participating in health insurance, etc.

Speaking at the congress, Mr. Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee, commended and acknowledged the achievements of Sa Pa town in socio-economic development and improving the lives of ethnic minorities over the past 5 years.

The Vice Chairman of the Provincial People's Committee requested ethnic minorities in the town to continue promoting self-reliance, solidarity, mutual assistance, absolute trust in the leadership of the Party, State, Party committees, and local authorities; strive to compete in labor production to escape poverty sustainably. All levels, sectors, and localities of Sa Pa town focus on implementing well the 3 national target programs in the area; promote emulation movements; develop synchronously in all fields; maintain political security, social order and safety, strengthen the great national unity bloc, and build Sa Pa more and more prosperous and beautiful...

The Congress adopted the Resolution Letter, upholding the spirit of solidarity, promoting internal strength, overcoming all difficulties to build Sa Pa town into a developed locality of Lao Cai province; electing 18 delegates to attend the 4th Congress of Ethnic Minorities of Lao Cai province in 2024.
