Nghi Son town focuses on site clearance work

With the goal of striving to complete site clearance (GPMB) of 100% of the area of 386.68ha assigned by the Provincial People's Committee and at least 50ha of unplanned projects, the Party Committee and the government of Nghi Son town are directing resolutely; at the same time, focusing on carrying out the work of inventory, land recovery, compensation, support and resettlement, and GPMB of investment projects on schedule. This task is to create a favorable environment for attracting investment, developing the economy as well as reorganizing the population according to the Resolution of the 26th Nghi Son Town Party Congress, term 2020-2025.

Nghi Son town focuses on site clearance work Inventory of land acquisition for the 500kV Quynh Luu - Thanh Hoa transmission line project through Phu Son commune.

The Project of Building Technical Infrastructure for Resettlement Areas for Migrants in Hai Ha Commune is one of the key projects aimed at stabilizing and rearranging the population. The project was approved in principle in Xuan Lam and Hai Binh wards, with a total area of 67.27 hectares; of which 18.6 hectares in Hai Binh ward and 48.67 hectares in Xuan Lam ward. Currently, Hai Binh ward has completed all land acquisition work on the approved area. In Xuan Lam ward, the inventory work has been completed; the land origin has been examined and the plan for the area of 24.5 hectares/26 households is being submitted for appraisal and approval; a decision has been issued to approve compensation for land acquisition for 1.47 hectares/30 households of residential land.

According to Nghi Son Town People's Committee, the project is currently facing some problems related to 0.96ha/5 households being allocated land beyond their authority according to regulations and 22.23ha/33 households being granted land use right certificates for aquaculture in 1994 but not ensuring procedures. Nghi Son Town People's Committee has established a team to inspect, verify, and publicize compensation and support plans; at the same time, it has recommended to the Provincial People's Committee related policies as well as departments and branches to advise on compensation and support mechanisms and policies to have a basis for implementing compensation and site clearance work in accordance with the law.

Along with public investment projects, the town is also implementing many direct investment projects with large investment capital. The Nghi Son High-Tech Mechanical Manufacturing Factory Project in Mai Lam Ward was approved by the Provincial People's Committee in June 2023 with a total land area affected by land acquisition and clearance of 10.2 hectares. The total number of affected households is 320 households and 1 organization. Currently, the project has completed the inventory of the current status and examined the origin of the land; Nghi Son Town People's Committee has approved the first compensation and support plan for 141 households/4.23 hectares with 7.18 billion VND; completed the dossier for appraisal and approval of the second plan for 128 households/3.82 hectares/6.5 billion VND.

According to the Nghi Son Town Land Acquisition, Support and Resettlement Board, the unit is currently appraising and is expected to issue a decision approving the land acquisition plan before February 25. For the remaining area of 2.15 hectares, the unit is also publicizing the compensation and support plan for people whose land is recovered, expected to submit for appraisal before February 26.

According to Plan No. 06/KH-UBND dated January 5, 2024 of the Provincial People's Committee, Nghi Son town is assigned to carry out site clearance for 59 projects, with a total area of nearly 386.7 hectares. Of the 59 projects requiring site clearance in 2024, there are 42 public investment projects and 17 projects invested by enterprises. The projects are reviewed and classified in order of priority to focus on implementing site clearance in 3 groups, including: Group of projects with large and key public investment capital sources; Group of infrastructure investment projects of enterprises with a major impact on the socio-economic development of the town; Group of public investment projects, land use rights auction planning projects of the town.

Currently, the Standing Committee of Nghi Son Town Party Committee is focusing on leading, directing, and assigning responsibilities to the heads of Party committees, authorities, heads of units, departments, divisions, and teams in site clearance work. Accordingly, Party committees and authorities from the town to the grassroots level are continuing to promote the dissemination, popularization, and education of laws on land, planning, construction order, and site clearance to all cadres, party members, and people in order to create consensus and facilitate site clearance work.

Nghi Son Town also requested the People's Committees of communes and wards with projects to focus on resolving disputes and petitions of the People regarding land and assets attached to land; carry out the task of examining the origin, time, and process of land use, examining eligible subjects for resettlement, and conditions for enjoying support policies in accordance with the provisions of law, ensuring the required deadline. Along with that, the locality must do a good job of ensuring security and order in the area, promptly detecting and preventing negative manifestations, resolutely handling cases of opposition, inciting and inciting the People, creating conditions for the implementation of site clearance work to take place smoothly.
