The progress of the Tra Khuc 3 bridge project (Quang Ngai) has been seriously affected because a plot of land is blocking the construction site, although the local government has worked many times to resolve the issue.
A plot of land of more than 1,000 square meters lies across a key project.
After more than 2 years of construction, Tra Khuc 3 Bridge has basically completed many items with construction value reaching over 90%. However, up to now, compensation and site clearance work for the project has not been completed as there is still a plot of land blocking the bridge abutment on the northern bank of Tra Khuc River.
The 850 billion bridge project's progress was seriously affected due to a single plot of land.
It is noted that the uncleared land plot has a cross-section of about 25m, located in the middle of the road leading to the bridge, about 40m from the bridge abutment. On the current land plot, the landowner plants many types of trees such as acacia, eucalyptus, banana...
According to the compensation records, the above land plot belongs to the household of Ms. Nguyen Thi Lien (deceased) and Mr. Huynh Ngoc Khanh (representative of the heirs), belongs to plot 49, area 1,106.6m2, including residential land and land for growing annual crops.
To resolve the issue of handing over the site to the contractor, Son Tinh district has held many meetings with Mr. Khanh’s family. They even held dialogues to resolve the problem. However, after nearly 2 years, Son Tinh district has not been able to complete the land acquisition for the construction of Tra Khuc 3 bridge project.
The construction site for the bridge abutment and northern approach road is limited due to land issues, making the contractor tired.
Due to the land being blocked, the contractor's construction work encountered many obstacles. To access the construction site, arrange mechanical equipment as well as transfer materials, the contractors had to negotiate with people whose land was outside the project to rent public roads.
The representative of the joint venture contractor said that the uncleared site has greatly affected the overall progress of the project. Meanwhile, the completion date for the project to be put into operation is approaching. The contractor hopes that the investor and local authorities will soon resolve the issue to complete the construction.
Completion of compulsory land acquisition in February 2025
Faced with the situation of land clearance hindering the progress of the hundred billion bridge project, Quang Ngai province organized many working sessions with the Management Board of Traffic Construction Investment Projects, related localities and departments to direct and find solutions. However, after 2 years, all solutions have not been implemented.
To ensure a clean site for handover to the contractor, the People's Committee of Son Tinh district issued a decision to enforce land recovery for Mr. Khanh's household.
Tra Khuc 3 Bridge has basically completed construction, currently the biggest bottleneck is the part of the northern bridgehead that has not been cleared.
Chairman of Son Tinh District People's Committee Pham Xuan Vinh said that the land acquisition for the Tra Khuc 3 Bridge project is very important. Many similar cases in the area have agreed to receive compensation and hand over the land. However, Mr. Khanh's family still does not agree.
"The district has issued a decision to enforce and reclaim the land. However, it still sent officials to continue to mobilize and persuade the landowner to agree to proactively hand over the land instead of having to enforce it according to regulations.
However, up to now, this household has not agreed to hand over the land. Therefore, based on the issued enforcement decision, the district will proceed with the compulsory land recovery. This is expected to be carried out on February 25," said Mr. Vinh.
It is known that the Tra Khuc 3 bridge project has an investment capital of 850 billion VND, spanning the Tra Khuc River connecting Tu Nghia and Son Tinh districts. The project started construction at the end of 2022, and is scheduled to be completed in the second quarter of 2025.
This is a key project monitored and directed by the Quang Ngai Provincial Party Committee. At the same time, it was chosen as the project to display a welcome sign for the 21st Provincial Party Congress.
Investors and contractors are hoping to have land to complete the project in the second quarter of 2025.
Speaking with Giao Thong Newspaper, Director of the Quang Ngai Traffic Construction Investment Project Management Board Ngo Van Dung said that most of the main items of the project have been completed.
The bridge abutment and the northern approach road are stuck with site clearance, which is the biggest bottleneck that makes the contractor's efforts difficult.
According to Mr. Dung, with the remaining site location, if resolved, the contractor will speed up construction to complete items such as roadbed embankment, aggregate embankment... because materials, machinery and equipment are ready.
