Attending the meeting were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing member of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, and members of the Steering Committee.

At the meeting, the representative of the Central Organizing Committee (Standing Body of the Steering Committee) reported on the results of the Steering Committee's activities since the 2nd meeting until now and the draft plan to implement the Resolution of the 11th Central Conference, Session XIII, on the arrangement and merger of provincial and communal administrative units and the construction of a 2-level political system at the local level; the members of the Steering Committee contributed their opinions.

Concluding the meeting, General Secretary To Lam acknowledged and highly appreciated the sense of responsibility and effective contributions of the members of the Steering Committee; commended the agencies, especially the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, and Party Committees of central Party agencies for their efforts to complete the huge amount of work in the recent past. The General Secretary assigned the Central Organizing Committee to absorb the opinions expressed at the meeting, continue to carefully review, supplement, and complete the contents of the document to immediately issue a plan to implement the Resolution of the 11th Central Conference, 13th tenure.

The General Secretary emphasized that the revolution to streamline the organizational apparatus of the political system has been taking place very urgently, drastically, with high consensus throughout the Party and with the support of the people. The results achieved in the past time show that the policies and decisions of the Central Executive Committee, the Politburo, and the Secretariat are very correct, very accurate, and in line with the Party's will and the people's will.

Regarding the tasks in the coming time, to implement the Resolution of the 11th Central Conference, the 13th tenure, the Steering Committee unanimously approved a plan with specific work groups associated with responsibilities and completion timelines for each day, not just each week or month. The scope of work is very broad, the work groups are closely related to each other, the entire political system must uphold the sense of responsibility, coordinate and implement synchronously. Especially the work group on completing the implementation guidance documents, on amending the 2013 Constitution, on perfecting the legal system and regulations, must be one step ahead to create a solid legal corridor for the implementation organization. Focus on the work of disseminating, propagating, orienting ideology and public opinion, ensuring solidarity, consensus and high unity among cadres, party members, civil servants, public employees, workers and people of all walks of life to implement the important policies stated in the Resolution of the 11th Central Conference, the 13th tenure.

The General Secretary requested agencies and units to urgently specify the contents of the plan to implement the Resolution of the 11th Central Conference according to their functions, tasks and authority; resolutely deploy the assigned work contents, ensuring completion on time according to the set plan. Agencies, units and organizations before, during and after the arrangement must ensure continuous, smooth, efficient, effective and efficient operations, without interruption of work, without leaving tasks, areas and fields vacant, and without affecting the normal operations of agencies, units and localities. Agencies from the central to local levels must proactively coordinate closely, synchronously, consistently and smoothly from within the organization to carry out work to ensure progress, time and compliance with the plan.

The General Secretary requested localities to urgently complete the draft documents of the provincial Party Congress, including those provinces that have not merged. In particular, it is necessary to thoroughly grasp the spirit of building documents of the Central Committee, especially the newly revised contents to review and update in the documents of the provincial Party Committee. Members of the Steering Committee, according to their assigned functions, tasks, fields and areas, focus on leading and directing agencies and units to effectively carry out assigned tasks, ensuring quality and progress; grasp the implementation situation at the grassroots level, especially the merger of communes, the arrangement of cadres after the merger at the provincial level, the organization of the Party Congress at the commune and provincial levels to direct, guide, promptly remove difficulties and obstacles arising, ensuring the organization of implementation in accordance with the policies and orientations of the Central Committee and synchronously and uniformly nationwide.

The General Secretary assigned the Central Organizing Committee to preside over and coordinate with agencies to systematize all resolutions, directives, conclusions, and guidance documents of central agencies into a common set of documents for unified implementation. From April 16 to the end of October 2025, party organizations at the central and local levels will periodically report to the Steering Committee and the Central Organizing Committee on the progress of implementing tasks; the Central Organizing Committee will summarize the implementation results nationwide and report to the Politburo and the Secretariat at regular meetings for direction. The Central Organizing Committee - the Standing Body of the Steering Committee, regularly monitors, grasps the situation, and provides opinions when necessary during the implementation of tasks of Party committees, agencies, and units.

The General Secretary emphasized that the work ahead is very busy, the country is simultaneously implementing many major tasks, both arranging and streamlining the organizational apparatus, rearranging administrative units, accelerating economic development and preparing for the organization of party congresses at all levels towards the 14th National Party Congress, requesting the comrades of the Politburo, the Secretariat, members of the Steering Committee and leaders of central agencies to promote a high sense of responsibility, spend time and effort to lead, direct, inspect, guide and urge the work to be carried out on schedule, ensuring the set goals and requirements.
