Perfecting legal policies on practicing thrift and fighting waste

On the morning of April 14, in Ho Chi Minh City, the Economic and Financial Committee coordinated with the Ministry of Finance to organize a workshop on "Implementation of policies and laws on practicing thrift and combating waste; proposals and recommendations for amending the Law on Practicing Thrift and Combating Waste".

Vice Chairwoman of the Economic and Financial Committee Pham Thuy Chinh chaired the Workshop. Also attending were: Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le; representatives of the National Assembly Committees, the State Audit, the Government Inspectorate, central ministries and branches, and representatives of the National Assembly Delegations and People's Councils of the southern provinces and cities.

The Law on Practicing Thrift and Combating Wastefulness, passed by the National Assembly on November 26, 2013, has created a valuable and synchronous legal framework, creating favorable conditions for implementation. The implementation of policies and laws on practicing thrift and combating waste in various fields has had fundamental changes, contributing to the successful implementation of socio-economic development goals, finance, budget, mobilization, management and effective use of human resources, material resources, financial resources, prevention of natural disasters and epidemics, ensuring national defense, security, foreign affairs, social security and social welfare of the country.

However, after more than 10 years of implementation, the Law on Practicing Thrift and Combating Wastefulness and its guiding documents have revealed a number of limitations and inadequacies that need to be studied, revised and supplemented to ensure consistency and consistency with relevant laws as well as requirements for practicing thrift and combating waste in the new period.

Speaking at the workshop, Deputy Head of the Economic and Financial Committee Pham Thuy Chinh emphasized the ideology and guiding viewpoints on anti-waste of General Secretary To Lam on practicing thrift and combating waste. Accordingly, practicing thrift and combating waste is one of the key tasks and perfecting the institution, including summarizing and amending the Law on Practicing Thrift and Combating Waste, is extremely urgent to improve the efficiency of public financial management, sustainable economic growth and protection of national resources.

According to the Vice Chairman of the Economic and Financial Committee, mechanisms for monitoring, encouraging innovation, sustainable resource management, and community participation need to be specified in legal policies to create a solid foundation for the fight against waste in all areas.

At the workshop, delegates focused on clarifying the current situation and achievements in the implementation of the Law on Practicing Thrift and Combating Wastefulness in 2013, identifying the difficulties and limitations we are facing in the implementation process, and proposing solutions to amend and supplement the Law.

Specifically, delegates pointed out a number of difficulties and limitations such as: awareness and responsibility of all levels, sectors, agencies and organizations are not really adequate about the importance of practicing thrift and fighting waste; current regulations are not strict enough and lack effective inspection and supervision mechanisms, leading to waste still occurring in many areas; propaganda and training work is still ineffective and has not been widely and continuously deployed to all subjects...

Some opinions assess that the concepts of "saving", "waste", "wasteful behavior" are unclear, do not cover all cases and behaviors arising in practice; there is a lack of regulations on sanctions strong enough to deter and prevent possible cases of waste.

In addition, there are no regulations on the establishment of a public national database on thrift practice and waste prevention to promptly update information on the situation nationwide as well as to serve as a basis for the National Assembly, the Vietnam Fatherland Front, mass organizations and people to have more basis for monitoring, supervision and inspection.

Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le proposed amending the Law on Practicing Thrift and Combating Wastefulness in the direction of linking it with innovation in public management models, streamlining the apparatus, and innovating public service units; strengthening decentralization and delegation of power along with accountability in the use of state resources; promoting the application of information technology, publicizing and digitizing all data on public assets, state budget expenditures, and public investment to help monitor effectively and prevent waste early. At the same time, there should be a mechanism to reward and commend collectives and individuals who save effectively and have initiatives in public administration.

Some opinions suggest that it is necessary to specify the rights and responsibilities of the subjects in implementing thrift and combating waste. In particular, it emphasizes the responsibility of the heads of agencies and organizations in organizing the implementation of waste prevention and combat in all activities of agencies, organizations and units, ensuring the implementation of the right to supervise thrift and combat waste of citizens, agencies and organizations, and taking personal responsibility in case of wasteful acts.

In addition, it is necessary to stipulate that ministries, branches and localities are responsible for developing and implementing annual and long-term thrift practice and anti-waste programs, in which the goals, targets and criteria for assessing thrift for sectors, fields and for agencies and organizations under their management are clearly defined.
