Commenting on the draft Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city

Presenting the Report of the Ministry of Finance , Deputy Minister of Finance Nguyen Duc Tam proposed allowing Hai Phong city to pilot the application of 17 specific policies in 6 major policy groups, including: investment management; finance, budget; on planning, urban, natural resources and environment management; income of cadres, civil servants and public employees under the management of Hai Phong city; management of science and technology, innovation such as investment, management, exploitation and handling of infrastructure assets, equipment serving the development of science and technology, innovation; New generation free trade zone in Hai Phong.

Delegates basically agreed to develop and submit to the National Assembly for consideration and approval a new resolution to replace Resolution No. 35/2021/QH15 of the National Assembly to clear "bottlenecks", create breakthroughs, and have greater influence.

Some comments noted that the scope of policies proposed in the draft Resolution is quite broad, some policies have a direct impact on the state budget, containing many provisions different from current laws. Therefore, the Government, ministries, branches and localities need to specifically assess the impact of policies, especially policies that have an impact on budget revenue and expenditure; clarify the investment results of each policy...

Regarding the group of specific policies applied in the new generation Free Trade Zone in Hai Phong, many delegates said that the application of preferential regimes according to the provisions of the law on customs for export and import activities must meet the conditions for application according to the provisions of the law; some mechanisms need to clearly stipulate the implementation process and control mechanism to avoid taking advantage of the mechanism and policies for illegal import activities... Delegates also noted that some new policies need to seek opinions from competent authorities before submitting to the National Assembly for consideration and decision.

Some opinions said that the draft Resolution stipulating preferential policies on exemption of land rent and water surface rent for all projects in the free trade zone is quite broad and not very attractive to investors in the list of investment incentive industries. Therefore, it is proposed to narrow the scope of application to only apply to investment projects in the new generation free trade zone in Hai Phong in the list of special investment incentive industries according to the provisions of the Investment Law.

At the meeting, Deputy Minister of Finance Nguyen Duc Tam and Permanent Vice Chairman of Hai Phong City People's Committee Le Anh Quan explained some contents of the draft Resolution that were of interest to delegates.

Concluding the meeting, Vice Chairwoman of the Economic and Financial Committee Vu Thi Luu Mai suggested that the Government promptly complete the draft Resolution dossier to send to the agency in charge of the review, as well as submit it to the National Assembly Standing Committee for comments at the 44th Session; supplement and incorporate the preliminary review opinions of the Standing Committee of the Economic and Financial Committee.

To ensure persuasiveness before the Standing Committee of the National Assembly, the National Assembly, the Vice Chairman of the Economic and Financial Committee, proposed that the Ministry of Finance advise the Government to further assess the impact of the merger of Hai Phong with other localities; expand the scope of impact assessment on new administrative boundaries; review and provide a detailed list of policies that cannot be specified in the draft Resolution but must be assigned to the Government for more specific regulations... At the same time, it is necessary to review specific mechanisms and policies that have been applied to other localities to have truly specific policies, compatible with the characteristics of Hai Phong, avoiding the beaten track; assess risks to minimize unwanted impacts.

The Vice Chairman of the Economic and Financial Committee also proposed that the Government direct ministries, branches and Hai Phong city to coordinate in researching and supplementing mechanisms for employing talents, training domestic human resources... to contribute to institutionalizing Resolution 45-NQ/TW dated November 24, 2023 of the 8th Conference of the 13th Party Central Committee on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period.

To ensure the specificity and clarity of the draft Resolution, the Government also needs to study and clearly stipulate administrative procedures and processes in investment, business, import and export; procedures for entry, temporary residence, work permits; land procedures, construction investment, etc. in the Hai Phong Free Trade Zone.
