Inspectors of Phan Ngoc Hien High School

The Ca Mau Department of Education and Training is conducting an inspection of Phan Ngoc Hien High School (Nam Can District) following a complaint from a teacher at the school.


On January 13th, according to sources from Thanh Nien newspaper, the Inspectorate of the Ca Mau Department of Education and Training implemented a decision to inspect Phan Ngoc Hien High School (Nam Can District).

"We have initiated an inspection of Phan Ngoc Hien High School. The inspection is based on a complaint filed by a teacher at the school. The inspection will last 30 days, excluding Saturdays, Sundays, holidays, and Tet (Lunar New Year)," the source added.

Inspectors from the Ca Mau Department of Education and Training are implementing an inspection decision regarding Phan Ngoc Hien High School.

Previously, a teacher from Phan Ngoc Hien High School submitted a complaint alleging various issues related to management, revenue and expenditure, investment in facilities, awards and commendations, and other activities at the school.

Specifically, the complaint alleges that Mr. NCN accepted money to influence the promotion of student NTĐ.K (a student in class 11C5, which Mr. N. was the homeroom teacher of during the 2022-2023 school year) to the next grade, amounting to 7 million VND. The school subsequently forwarded the case to the investigative agency requesting verification of Mr. N.'s alleged violations.

On December 29, 2024, the Investigation Police Department of Nam Can District received a letter from Phan Ngoc Hien High School regarding the transfer of a file for consideration of violations by Mr. NCN. One day later (December 30, 2024), the Investigation Police Department of Nam Can District Police sent a reply letter to Phan Ngoc Hien High School.

The reply letter stated that, after reviewing the records, it was found that at the end of the 2022-2023 school year, Mr. NCN arbitrarily organized extra literature classes for student NTD.K, for whom he was the homeroom teacher, with the consent of K's parents. Therefore, there is no basis to determine that Mr. NCN abused his assigned professional duties to coerce or receive money from parents to inflate K's retake exam scores or improve her conduct grade, and thus there are no signs of criminal activity.

However, Mr. NCN was later reprimanded for accepting unreasonable fees for tutoring students retaking exams, causing negative public opinion and damaging the reputation of the school's teaching staff, as well as his own reputation and that of his colleagues.

Mr. Do Van De, Principal of Phan Ngoc Hien High School, explained that the reason for disciplining Mr. NCN was the unreasonable price for tutoring. Specifically, the school's standard rate is 1-2 million VND, but Mr. N. charged 6-7 million VND.

Mr. Để argued that this was the reason for the negative public opinion about the school, even though the fees were agreed upon between parents and teachers. He added: "The teacher who was disciplined felt upset and returned the money; they didn't keep anything... It's just that the public outcry led to the disciplinary action of reprimand..."
