Great motivation for teachers to work with peace of mind

As reported by Dai Doan Ket Newspaper, the Ministry of Education and Training is seeking comments from agencies, organizations and individuals on the Draft Law on Teachers. The comment period is 60 days, up to July 13.

The Draft Law on Teachers stipulates a number of new policies to attract and develop the teaching staff.

One of the contents that millions of teachers nationwide are most interested in in the draft is the regulation that teachers' salaries are given the highest priority compared to the administrative career salary scale system.

Ms. Pham Minh Phuong - teacher at Pho Rang 1 Secondary School (Lao Cai) said that she was very happy and supported this proposal. According to Ms. Phuong, raising salaries will help teachers feel secure in their jobs, contributing to improving the quality of education.

After more than 22 years working in the education sector, Mr. Le Van Tich - a History teacher at Dien Tan Secondary School (Dien Chau District, Nghe An) now has a salary coefficient of 4.68 with a total salary of more than 11 million VND/month, including teaching allowance.

Apart from the above salary, Mr. Tich has no other source of income because he refuses to teach extra classes because it is not legitimate. Therefore, when the Ministry of Education and Training announced the draft Law on Teachers, the proposal to increase the salary was discussed enthusiastically by Mr. Tich and other teachers in the school. The teachers were very excited and happy and believed that this was a great motivation for teachers to love their jobs more and feel secure in their work.

According to Mr. Tich, if teachers have a better income, the position and value of the teaching profession will be raised and parents will respect them. This will help teachers be more confident in their work.

"Moreover, there was a time when the education sector had great difficulty in recruiting students. High teacher salaries would attract talented people to teach. The quality of university admissions would increase. Thus, the quality of education would improve," said Mr. Tich.

Legalize the policy of highest teacher salary

The Law on Teachers was built with the view of continuing to fully legalize the views of the Party and State on teachers, contributing to perfecting the legal system on education, including teachers.

At the same time, create a favorable legal environment for staff development; regulate issues related to teachers to create a synchronous and unified legal framework, creating conditions for teachers to feel secure in their work, love their profession, be dedicated and responsible for their profession.

Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) said that according to the new salary construction rules, basic salary accounts for 70%, preferential allowance accounts for 30%. The Education sector alone will enjoy the highest level of preferential allowance according to the profession.

Minister of Education and Training Nguyen Kim Son said that the purpose, meaning, role and importance of the law are very clear. The problem is to answer the question that 1.6 million teachers are interested in: What will teachers gain when the law is enacted? What further development will the teaching force in general receive from this law?

According to Minister Nguyen Kim Son, it is necessary to institutionalize to ensure sustainability and legalize the policy that teachers' salaries are given the highest priority compared to the administrative career salary scale system.

In the draft Law on Teachers, the Ministry of Education and Training once again affirms the position and role of teachers as high-quality human resources, an important part of the country's intellectual team and the core force of the education sector.

Teachers play a decisive role in ensuring the quality of education and human resources; are the key factor in improving people's knowledge, training human resources, and nurturing talents; and make an important contribution to building a learning society and an advanced culture imbued with national identity.

In fact, one of the reasons why teachers quit and change jobs has increased in recent times is due to low salaries. To stay in the profession, many teachers have to take on many side jobs.

Therefore, the proposal to give teachers' salaries the highest priority compared to the administrative career salary scale system is a great joy and teachers across the country are eagerly waiting for this policy to become a reality when it is legalized.

However, in addition to salary, Ms. Phuong and Mr. Tich mentioned above, as well as many other teachers, also expect practical reforms in policies, while removing barriers so that they can work with peace of mind and dedicate themselves to their profession.

According to the draft, the salary policy for teachers includes salary, allowances and other benefits (if any). Teachers' salaries are given the highest priority compared to the administrative career salary scale system.

Salaries and salary policies of teachers working at non-public, private and autonomous educational institutions are not lower than salaries and salary policies of teachers with the same training level, seniority and title in public educational institutions receiving salaries from the State budget and are not lower than the regional minimum wage as prescribed by the Government.
