Removing obstacles to open Dong Dang - Tra Linh and Huu Nghi routes

The Government Office issued Document No. 1947/VPCP-CN dated March 11, 2025 conveying the direction of Prime Minister Pham Minh Chinh on the Dong Dang - Tra Linh Expressway Construction Investment Project and the Huu Nghi - Chi Lang Border Gate Expressway Project.

Striving to open Dong Dang - Tra Linh route and Huu Nghi - Chi Lang border gate by 2025

The dispatch stated: Considering the report of the Ministry of Construction and the report and recommendations of Deo Ca Group Joint Stock Company on the difficulties that need to be resolved to ensure the opening of the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) Expressway Construction Investment Project and the Huu Nghi - Chi Lang Border Gate Expressway Project under the public-private partnership (PPP) form in 2025, Prime Minister Pham Minh Chinh has the following comments:

Regarding compensation, support and resettlement, the Chairman of the People's Committee of Cao Bang province and the Chairman of the People's Committee of Lang Son province strictly implemented the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg dated August 16, 2024; focused on promoting propaganda and mobilization for households and individuals affected by the 02 relocation projects. Determined to clear and hand over 100% clean land to the Contractor to implement the construction of the 02 projects before March 31, 2025; completed all work of relocating technical infrastructure works, relocating medium and low voltage power lines in the 02 provinces before March 31, 2025.

Regarding construction work and project adjustment procedures, the Prime Minister requested the investor (Deo Ca Group Joint Stock Company) to enhance its sense of responsibility and fulfill its commitment to the Prime Minister on the progress of completing the projects in 2025; focus maximum resources, equipment, overtime, and extra shifts to speed up the construction progress of the projects.

The Chairman of the People's Committee of Cao Bang province and the Chairman of the People's Committee of Lang Son province, as heads of state management agencies, are responsible to the Prime Minister for inspecting, supervising and directing investors, relevant agencies and units to complete the completion of the projects in 2025.

The Chairman of the People's Committee of Lang Son province reports to the competent authority (the Provincial People's Council) to consider and decide to adjust the policy of the Huu Nghi - Chi Lang border gate expressway project under the form of public-private partnership (PPP) in accordance with regulations and authority, to be completed in March 2025; in case of exceeding authority or encountering difficulties or problems, report and propose to the competent authority for timely handling, so as not to affect the progress of the project.

The Prime Minister requested localities, investors, contractors, relevant agencies and units to strictly fulfill their responsibilities committed to the Prime Minister to complete the projects in 2025.

* The Dong Dang - Tra Linh Expressway project has a total length of 121 km, divided into 2 investment phases. After completion, this expressway will shorten the travel time from Cao Bang to Hanoi and vice versa from 6-7 hours to about 3.5 hours. The project will open up opportunities for economic - social - cultural development of the two provinces of Cao Bang and Lang Son, connecting the northeastern border region with the capital Hanoi and the economic poles of the whole country.

The Huu Nghi - Chi Lang border gate expressway project is invested in the form of BOT (build - operate - transfer). The project is implemented in the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city; with a total length of nearly 60 km. The project is invested to complete the synchronous and modern traffic infrastructure; it is the largest-scale traffic infrastructure construction investment project invested in Lang Son province.

The project connecting Huu Nghi border gate with Bac Giang - Lang Son expressway has been completed and Dong Dang - Tra Linh expressway has just started construction on January 1, 2024. This is also a strategic link to complete the connection of 2 economic corridors: Nanning - Lang Son - Hanoi - Hai Phong and Lang Son - Hanoi - Ho Chi Minh - Moc Bai.
