Inspectors point out a series of shortcomings and limitations at a project that 'suspended' hundreds of red books

Recently, the Inspectorate of Quang Nam province issued the inspection conclusion of the project of Residential Area No. 1 expansion (abbreviated as KDC No. 1), Dien An ward, Dien Ban town, invested by Minh Hoang Long Construction Joint Stock Company.

According to the Quang Nam Provincial Inspectorate, the No. 1 Residential Area Project was approved for investment in mid-2018 by the Provincial People's Committee with a scale of 9.5 hectares; the project implementation progress was from the second quarter of 2019 to 2020, then extended to the fourth quarter of 2021. To date, the project has completed investment and construction procedures according to regulations; the investor has deposited a deposit to ensure project implementation. The project has basically completed compensation and site clearance work and has been allocated 6.16/9.5 hectares of land by the Provincial People's Committee.

The investor has basically implemented construction of some technical infrastructure items on the assigned area; the land use right certificate for the assigned land area has not been granted yet.

The inspection conclusion pointed out a series of shortcomings and limitations in this project. Among them, the leveling, grading of roads, drainage systems, sidewalks, trees, and electric poles according to the approved design, have not been accepted for construction volume between the investor and the construction unit. This has caused the project to be behind schedule.

In addition, through checking the construction permit, it was found that there were some areas where compensation and support work had not been completed and the Provincial People's Committee had not yet recovered and allocated land (2,402.4 m2).

Notably, up to now, Minh Hoang Long Construction Joint Stock Company still owes the State budget a series of amounts such as: Land use fee of more than 47 billion VND and late payment of land use fee of more than 2.2 billion VND. Corporate income tax: 210,517,255 VND. VAT: 96,781,297 VND. Administrative fines: 76,526,588 VND. Late payment of fines: 5,135,768 VND. Late payment of personal income tax: 3,238,500 VND. Late payment of corporate income tax: 50,952,616 VND. Late payment of VAT: 34,490,882 VND.

The inspection conclusion also stated that all revenues and expenditures of Minh Hoang Long Construction Joint Stock Company were not shown in the accounting books as prescribed and were not accompanied by full relevant documents, so the Inspection Team had no basis for inspection. All amounts collected through capital mobilization contracts, Minh Hoang Long Construction Joint Stock Company collected cash through receipts but did not enter the fund, did not reflect in the accounting books as prescribed (there was 1 batch through the signing of a capital mobilization contract with Mr. Nguyen Huu Vinh, the amount of 531 million VND was transferred to the personal account of Mr. Tran Quang Hy - Chairman of the Board of Directors of Minh Hoang Long Construction Joint Stock Company).

Given the above-mentioned shortcomings and limitations, the Quang Nam Provincial Inspectorate recommends that the Provincial People's Committee allow Minh Hoang Long Construction Joint Stock Company to complete procedures to extend the project progress according to regulations. Thereby, completing the project investment in accordance with the investment policy and detailed planning 1/500; completing construction items, and putting the project into operation soon.

For the People's Committee of Dien Ban town, the Inspectorate of Quang Nam province recommends reviewing and drawing lessons from organizations and individuals related to the shortcomings and limitations as stated in the inspection results.

As VTC News reported, the Residential Area No. 1 expansion project in Dien An ward, Dien Ban town is invested by Minh Hoang Long Construction Joint Stock Company, represented by Mr. Tran Quang Hy - Chairman of the Board of Directors of the company.

As planned, on December 31, 2019, the investor will hand over land use right certificates to more than 300 customers.

However, the progress of the construction of Residential Area No. 1 has only reached 90% of the assigned area. On the land where the project "sprouted", the construction unit has cleared the ground to divide the plots, built the power grid system, paved the sidewalks, and drainage ditches but has not installed pipes. In many areas, manhole covers and lighting have not been invested in, causing the residential area to lose its beauty and even pose a potential danger.
