On the morning of May 9, the Vietnam Federation of Commerce and Industry (VCCI) in collaboration with the United States Agency for International Development (USAID) announced the Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) 2023.
According to the 2023 PCI Index Ranking of localities across the country, with 71.25 points, Quang Ninh continues to hold the No. 1 position, leading the PCI rankings; Long An holds the runner-up position; the following positions are Hai Phong, Bac Giang, Dong Thap... Thanh Hoa ranks 30th in the rankings with 66.79 points (up 17 places compared to 2022).
Along with the provinces of Hai Duong, Binh Thuan, Ninh Binh, Tay Ninh, Dak Nong, Ca Mau, Tien Giang, Thanh Hoa is one of the new faces in the Top 30 compared to the previous ranking.
In terms of the proportion of provinces in each region in the Top 30 of PCI 2023, the Red River Delta ranked first (63.6%), followed by the Mekong River Delta (61.5%), Southeast (50%), Central Coast (42.9%) and Central Highlands (20%).
According to PCI, a locality is considered to have good governance when it has: 1) Low market entry costs; 2) Easy access to land and stable land use; 3) Transparent business environment and public business information; 4) Low informal costs; 5) Fast time for inspection, examination and implementation of regulations and administrative procedures; 6) Fair competitive environment; 7) Proactive and creative provincial government in solving problems for businesses; 8) Business support policies to meet business needs; 9) Good quality of labor training; 10) Fair and effective dispute resolution procedures and maintained security and order. |
