Thanh Hoa handed over 100% of the construction site for the 500kV line 3 project

Thanh Hoa is ready to "reach the finish line" of the 500kV line 3 project

On April 20, Mr. Do Trong Hung, Secretary of Thanh Hoa Provincial Party Committee, inspected the progress of site clearance and encouraged cadres and workers constructing the 500kV line 3 project through the province.

Accordingly, during the field inspection at the foundation location of column 70 in Nga An commune, Nga Son district and the foundation location of column 132 in Trieu Loc commune, Hau Loc district, the Provincial Party Secretary acknowledged and highly appreciated the active and proactive coordination between the investor, contractor, and local authorities who have performed well the assigned tasks to contribute to the joint efforts to bring the 500kV line 3 project to the finish line on schedule before June 30, 2024. In particular, the consensus and support of the people in the area where the project passes through were highly appreciated.

To ensure the energization of the entire project by June 30, Thanh Hoa Provincial Party Secretary Do Trong Hung requested Vietnam Electricity Group and the National Power Transmission Corporation to closely coordinate with local authorities to promptly resolve arising issues and urge contractors to focus on construction according to the set schedule. At the same time, he requested provincial departments and branches, according to their assigned functions and tasks, to proactively advise and promptly guide local authorities to remove difficulties and obstacles in the process of project implementation.

With the remaining work, the leaders of Thanh Hoa province are continuing to request 11 districts and towns where the 500 kV line 3 project passes through, to promote the strength of the entire political system, actively participate in site clearance work; strive to complete the mobilization of people to hand over the entire route corridor by April 30, to have enough conditions for the construction unit to pull the wire, as well as create other conditions such as: site for gathering materials, access to foundation locations, ensuring security and order for officers, engineers, and workers at the construction site...

Key and urgent energy projects

The 500 kV line 3 project is very important to enhance the capacity of the 500 kV North - Central transmission grid, helping to increase the transmission capacity between the Central and Northern regions from about 2,200 MW at present to about 5,000 MW, contributing to ensuring electricity supply for the North at present and in the coming years.

The project has a total length of about 519 km, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. The total number of column foundations is 1,179 column foundations, with a total investment of about 22,000 billion VND. It is expected to be completed before June 30, 2024, after only about 1 year of implementation.

Given the importance of the project, the Prime Minister as well as leaders of relevant ministries, branches and localities have actively participated in resolving issues and completing the project on schedule. In particular, the construction work was carried out in the spirit of "overcoming the sun and overcoming the rain", "3 shifts, 4 shifts", throughout holidays and Tet.

According to EVN/EVNNPT leaders, some of the biggest obstacles to the project are procedures for converting forest land, regulations on impacting forests to open temporary roads to serve the construction of each component project; difficulties in mobilizing construction machinery and equipment...

To resolve the above difficulties and ensure project progress, at the meeting on February 17, Deputy Prime Minister Tran Hong Ha requested ministries, localities, agencies, investors, construction units, supervision consultants, etc. to continue to seriously and effectively implement the Prime Minister's instructions to ensure progress, quality, techniques, safety, hygiene, environment, and prevent and combat corruption, negativity, and waste.

The Ministry of Agriculture and Rural Development and relevant ministries and branches urgently submit to the Government for consideration and handling of problems related to regulations on impacts on forests to build temporary roads for construction projects (after completing the project, the forest land will be returned), first submit to the Government to issue a Resolution on this content in the last week of February 2024; then continue to submit amendments to Decree 156/ND-CP and related regulations to fundamentally resolve the issue.

Relevant ministries, branches, and agencies, together with investors and contractors, coordinate closely and effectively with localities to promptly complete site clearance and handover for expressway and power line projects according to the assigned schedule. The Ministry of Natural Resources and Environment will study and provide general guidance to localities in cases where they have difficulty in identifying land users; promptly submit to the Prime Minister adjustments to land use targets for energy projects for localities.

The Deputy Prime Minister requested that agencies continue to make efforts, promote the highest responsibility, for the country, for the people, and strive to complete projects on schedule.

According to the Project Steering Committee, the investor of the 500KV line 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) is expected to start laying and pulling wires by the end of April. However, the project still has 50% of the distance between the two poles that have not been handed over by the localities, affecting the progress.

At the same time, although the site of all pile foundation locations of the project has been handed over to contractors by the localities, only 521 foundation locations have been completed, reaching nearly 50%, and the production and handover of steel columns has only handed over 221 columns, corresponding to 20%.
