500 kV line circuit 3 project: Project of miracles

(PLVN) - With the spirit of "only discussing and not backtracking", all ministries, branches, localities and people have joined hands and unanimously worked with the electricity sector to promptly resolve and remove obstacles and create the most favorable conditions to speed up the project's progress. According to the General Director of EVN, "today, we can be proud that this project has created a miracle of the new era".

On the morning of August 29, Vietnam Electricity Group held the inauguration ceremony of the Quang Trach - Pho Noi power line 3 project. The event was held simultaneously at 9 connecting points - the provinces where the power line 3 to the North passes through. Prime Minister Pham Minh Chinh and 3 Deputy Prime Ministers Le Thanh Long, Tran Hong Ha and Ho Duc Phoc attended the connecting points.

Promoting the strength of national unity

Attending the inauguration ceremony in Hung Yen, Prime Minister Pham Minh Chinh affirmed that the completion of the 500 kV line 3 has contributed 20 billion kWh of electricity to the North each year, demonstrating the belief in the strength of national solidarity and the unity of the entire political system, in which the people are the root, under the leadership of the Party.

The Prime Minister emphasized that the project also brings confidence to foreign investment enterprises because it “not only affirms that we provide enough electricity for them to produce, but also demonstrates the spirit of Vietnam that says it can do it, commits to it and has specific, quantifiable results”. The project also demonstrates the aspiration, belief, affirms the value of Vietnamese people “turning nothing into something, turning difficult into easy” and the important thing is whether they are determined, whether they know how to mobilize resources to carry it out to the end.

This is a lightning-fast campaign to implement a project with a scale that is doubled or tripled because the Quang Trach - Pho Noi 3 Circuit Project is a double circuit, not a single circuit like the 500 kV lines that have been implemented before. This is a remarkable achievement of EVN, the National Power Transmission Corporation, the contractors who have supported the construction site and tens of thousands of electricity workers who have been working hard on the construction site since the project started.

Record for project completion time

Reporting on the project implementation process, Mr. Nguyen Anh Tuan - General Director of EVN said that under the strong direction of the Prime Minister and the determination to complete the project as soon as possible, the relevant units have made efforts to complete all investment procedures in accordance with regulations in a record short time.

The project consists of 2 500kV lines, 519km long, passing through 9 provinces including Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh. The project has a total of 1,177 columns; uses: 705,000 m3 of concrete; 209,000 tons of steel for foundations and columns; 513 anchors; 14,000 km of conductors, lightning arresters, optical cables, and uses 1,000 containers to transport equipment.

After about 60 days, the work of selecting and signing the contractor was completed. The work of converting the purpose of forest use was also completed and handed over in sync with the project progress, especially Decree 27/ issued during the project implementation period and after 3 weeks, the pole position related to forest land was handed over. "At the construction site, EVN encountered many difficulties that seemed impossible to implement, the most difficult of which was that all activities had to be "simultaneous" - Mr. Tuan said.

Mr. Tuan affirmed that to complete the project, it is necessary to promote the combined strength, mobilize the entire political system from Party committees, local authorities at all levels, ministries, branches related to the Fatherland Front, socio-political organizations to join in the spirit of "unanimity from top to bottom, smooth communication across the board", "first call, then support, one call, all respond". In particular, the Prime Minister has directly visited the construction site many times to encourage the construction and no administrative orders have to be issued while the volume of land is huge. "This is also a miracle of the project" - Mr. Tuan emphasized.

EVN General Director shared that more than a year ago, when the Prime Minister assigned the task of implementing the project and completing it by June 2024, no one could have thought that it could be done and many people thought that the investment policy would only be completed by June 2024.

However, with the aggressive spirit of the new era, with the spirit of "only talking about doing, not retreating", all ministries, branches, localities and people have joined hands and unanimously worked with the electricity industry to promptly resolve and remove obstacles and create the most favorable conditions to speed up the project's progress and "today, we are proud that this project has created a miracle of the new era" - EVN General Director informed.

Mr. Vu Anh Duong - General Director of PC1 Group - the construction unit said that during the construction process, many initiatives, innovations and advanced technologies were applied for the first time in Vietnam, bringing many benefits to the project. Most of the pole positions along the route used large cranes to erect poles, applying many initiatives in construction, speeding up the erection progress of Thanh Cai tube poles and overpass poles;

Using flying equipment to pull and spread the bait wire, the synchronous hydraulic brake pulling device can simultaneously pull and spread 4 large-sized conductors with long spans, to speed up the construction progress of pulling large spans of wire, crossing forests, mountainous terrain, rivers, lakes, traffic intersections, etc., protecting the environment and construction quality;

“After a long time of concentrating resources with a high sense of urgency, the last months encountered difficult weather, with a lot of work, PC1 was still determined, but human resources, resources, and machinery were all exhausted, so when we received additional support and attention from the entire system, it helped us to be more determined,” said Mr. Duong.

The Quang Trach - Pho Noi 3rd Circuit Line Project is said to be a miracle because previously, the 437 km long 500 kV 3rd Circuit Line Pleiku - My Phuoc - Cau Bong project took nearly 3 years to construct, the 740 km long 500 kV 3rd Circuit Line Vung Ang - Quang Trach - Doc Soi - Pleiku 2 project needed nearly 4 years of construction. The 500 kV 3rd Circuit Line Quang Trach - Pho Noi project was completed after just over 6 months of construction. If we consider the scale of the project, the 500 kV North - South Circuit Line 1 required 60,000 tons of steel poles, while this project required 139,000 tons of steel, which is more than twice as much as Circuit 1.
