Initial results
By March 25, Thanh Quang commune had 306 organizations, units and individuals agreeing to the compensation plan, reaching more than 96% of the total number of households whose land was recovered to implement the project to upgrade and renovate Road 390. Mr. Le Van De in Dong Bua village, who is over 70 years old this year, said that he and his wife were very happy because the road had been expanded. The road passes through nearly half of his family's old house, but for the common good, he agreed to hand over the land to the local government. After receiving the compensation, he rebuilt a new house to enjoy his old age. "At this age, I only hope for good health and nothing more. Since the road was built, the leaders and officials of the commune have often come to encourage and care for my family," Mr. De said. Since Mr. De took the lead in agreeing, many people in the village have followed suit.
In fact, after the Quang Thanh Bridge was put into use, there were many vehicles traveling, at times vehicles with more than 4 axles and overloaded vehicles entered, causing people to be upset. This broke the roadbed structure and cracked many houses along Road 390, including many households in Thanh Quang Commune. Realizing the importance and necessity of the project to upgrade and renovate Road 390, when commune officials came to propagate, the majority of people agreed to support it.
The new residential area of Thanh Khe commune is a breakthrough project of the district. Through understanding the people's thoughts, most households agreed with the policy of building a new residential area. Thanks to good propaganda and mobilization, nearly 100 households agreed to hand over land and sign the compensation plan, reaching more than 92%. Some remaining households agreed to the policy of building a residential area but still wanted to use the land for business. Mr. Pham Van Phuoc currently has 674 m2 of land for perennial crops in the project that must be recovered. His family has opened a restaurant for many years. After being propagated and mobilized, Mr. Phuoc agreed to implement it.
To date, the project to build the first phase of the provincial police detention camp in An Phuong and Thanh Hai communes has been basically completed. The Thanh Ha District People's Committee has issued 99 notices to reclaim land from 78 families, organizations and individuals with a total area of over 97,823 m2 .
Thanh Ha District currently has 9 projects for which the State has acquired land, including many projects to build new residential areas and improve traffic. Since January 2024, Thanh Ha District Party Committee has strengthened leadership and direction and requested Party committees, authorities, and organizations to participate in implementation. Many projects have had positive changes.
The whole political system is involved.
After identifying this as a breakthrough task of the district in 2024, site clearance is not only the task of the District Compensation, Support and Resettlement Council but also of the Party Committee, government and organizations.
Thanh Ha District Party Committee assigned Party committees, Party organizations, and authorities to focus on leading, directing, and assigning specific implementation of breakthrough work. The members of the Standing Committee of the District Party Committee in charge of areas and blocks and the members of the District Party Committee in charge of grassroots Party organizations are responsible for urging units to perform well the breakthrough work, promptly detect newly arising problems, difficulties, and obstacles to take timely remedial measures.
In Thanh Quang commune, the local Party Committee and government have stepped up propaganda work. After many meetings at the Commune People's Committee, the task was assigned directly to the Party cell secretary, village chief and Party members. Party members whose land was recovered were exemplary role models for the people. The Secretary and Chairman of the Commune People's Committee visited people's homes many times to mobilize them.
Mr. Nguyen Van Khoa, Chairman of Thanh Quang Commune People's Committee, said that it is not the lychee season yet, so many people who work far away are not at home, so the propaganda is often organized late at night or early in the morning. Commune leaders and organizations must arrange time to visit people's homes to propagate about the project, guidelines, and policies of the province and district...
In Thanh Khe commune, according to Party Secretary Cao Van Than, the commune leaders are not afraid of difficulties and hardships in traveling, using relationships to propagate and encourage people to agree and soon hand over the site to the investment and construction unit.
Mr. Pham Van Hung, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Thanh Ha district, said that the District Party Committee chose site clearance as a breakthrough task in 2024 because this is the last year to implement the Resolution of the 25th District Party Congress, term 2020-2025. This year, the district focuses resources on implementing major projects. If site clearance is done well, the projects will contribute about 5,000 billion VND to the budget, of which Thanh Ha district can collect about 1,000 billion VND for construction, economic development, social security, etc.
