According to the Traffic Police Department, after 1 month of taking over the task of state management of testing and issuing driving licenses for road motor vehicles, the Ministry of Public Security has so far received data on over 60.4 million driving licenses, and edited and upgraded the testing and licensing software.

In particular, the software for issuing and exchanging driving licenses on the National Public Service Portal has increased the capacity for issuing and exchanging driving licenses from 3,000 to 10,000 per day, while organizing training, testing and evaluating the issuance of examination cards for traffic police and public security officers in localities...

Regarding driver testing, the Traffic Police Department said that units are urgently deploying all technical and personnel preparations to carry out in April 2025.

Previously, from March 1, the Traffic Police force nationwide began to perform a number of basic functions and tasks such as: Organizing examinations, issuing car driving licenses; receiving applications for changing and re-issuing driving licenses, issuing international driving licenses... after receiving these tasks from the transport sector.

It is known that the Minister of Public Security also signed and issued Circular No. 12/2025/TT-BCA dated February 28, 2025 regulating the testing and issuance of driving licenses; issuance and use of international driving licenses.
