The Deputy Minister requested that the entrance exams and high school graduation exams need to have appropriate questions according to what has been announced, according to the program's output standards, suitable to the students' abilities and the exam's objectives in accordance with the direction of Resolution 29 and Conclusion 91 of the Prime Minister, which is to reduce pressure and costs while still ensuring quality, within the students' ability, with the goal that students do not have to take extra classes and teachers do not have to teach extra classes.

Request the Departments to strictly implement, any Department that requires professional and technical support for the graduation mock exam will be assigned to the Department of Quality Management as the focal point for direction, to see the general care of the Departments for the entrance exam work, especially the high school graduation exam of this school year.

This year, more than 1.1 million students nationwide will take the high school graduation exam at the end of June, in the first year of the exam under the new program, an increase of about 40,000 students compared to last year.

Organize different testing sites for different programs

Deputy Director of the Department of Quality Management (Ministry of Education and Training) Nguyen Ngoc Ha said that this year's exam will be organized simultaneously for students taking the exam according to the 2006 General Education Program (students who have not graduated, or take the exam to get university admission scores) and students taking the exam according to the 2018 General Education Program. Therefore, localities must comply with the regulations on organizing different exam sites for different programs. To avoid errors, it is necessary to arrange some separate exam sites for students taking the 2006 Program.

Currently, many localities have organized mock high school graduation exams. According to Deputy Director Nguyen Ngoc Ha, the organization needs to try to be similar to the organization of the official exam, from the format structure and level of exam questions, exam time, and exam room arrangement.

Basically, the operation was recorded smoothly in localities, without any major problems. The Ministry of Education and Training will support the exam marking software, send staff and experts to provide technical support, and answer questions about the marking process to ensure compliance with the regulations of the Examination Regulations. Deputy Director Nguyen Ngoc Ha noted that in order to prepare well for the organization of the 2025 High School Graduation Exam, localities need to carefully prepare 5 groups of issues: facilities, human resources, security, propaganda and support for candidates, parents, and incident prevention.

Along with that, build a scenario to deal with unusual situations, such as: printing errors in exam papers; writing mistakes in the information box on the multiple-choice answer sheet or exam paper; poor communication; power outages, bad weather, traffic jams; natural disasters, epidemics; other unusual situations...

Candidates use identification code information on VNEID to register online at high school

The examination invigilation and grading process has been adjusted to ensure compliance with the examination organization plan, while overcoming previous limitations and shortcomings to create more convenience for units in the implementation process.

Compared to last year, the number of candidates increased from 1.06 million to over 1.1 million. From April 21-28, candidates began registering for the high school graduation exam, before that candidates had 4 days to register for a trial. Candidates used the identification code information on VNEID to register online at the high school, without needing to provide additional documents.

The Director of the Department of Quality Management noted that the Departments of Education and Training and high schools need to guide candidates to check and cross-check their exam registration information. When registering, candidates must choose a program. This is important information, serving as a basis for arranging locations, rooms, and exam questions for candidates. In addition, because this year's exam has two groups of candidates with different exam schedules and subjects, localities should not arrange the two groups at the same exam location.

Discussing the inspection and examination plan for the 2025 High School Graduation Exam, Chief Inspector of the Ministry of Education and Training Nguyen Duc Cuong said: The purpose of the inspection and examination work is to promptly grasp the situation, ensure the exam takes place safely, seriously, objectively, in accordance with the Examination Regulations and related documents.

In the context of many changes in the exam and the impacts of the arrangement and streamlining of the local apparatus, the Departments of Education and Training all affirmed their highest determination to successfully organize the exam, ensuring the quality of the exam in particular and the quality of education in general.
