Quang Trung-Le Loi-Mai Hac De road upgrade project not yet implemented in 2025

According to information from the Vinh City Investment Project Management Board, the project to upgrade and expand National Highway 1A through Vinh City, including Quang Trung, Le Loi and Mai Hac De streets from 2024, is temporarily suspended and will not be constructed in 2025.

According to the initial plan, the project to upgrade and expand National Highway 1A through Vinh City, running through two streets Quang Trung-Le Loi-Mai Hac De with a length of 3.64 km, starting from the intersection of Quang Trung Street with Tran Phu and Phan Dinh Phung Streets to the intersection of Mai Hac De Street with 72m Vinh-Cua Lo and Ha Huy Tap Streets, will be constructed in 2024.

However, at the end of September, the investment funding for upgrading from Road Management Area II was only granted and due to the urgent time, Vinh City had not yet completed the documents and cleared the site, so the project could not be implemented in 2024. At the end of 2024, due to the lack of implementation, the Ministry of Transport (now the Ministry of Construction) was withdrawn and transferred to another project and up to the present time of 2025, it has not been rearranged.

Vinh City is in the process of streamlining its apparatus and has not been able to implement this project. Therefore, the project to upgrade and expand Quang Trung-Le Loi-Mai Hac De street is on hold and cannot be constructed in 2025.

Previously, due to frequent traffic jams, based on the recommendations of voters and the National Assembly Delegation of Nghe An province, the Road Management Department II, now the Road Management Area II (Ministry of Construction) surveyed and worked with the Vinh City People's Committee to expand Quang Trung-Le Loi-Mai Hac De road following the expansion model of Tran Phu and Phan Dinh Phung roads. Specifically, the Road Management Area II will allocate over 60 billion VND from the transport sector to expand the road surface 2 m on each side to take in the sidewalk; at the same time, re-pave the degraded road surface.

In addition, due to the degraded drainage system and to renovate and upgrade this street synchronously, at the end of 2023, Vinh City People's Council issued a Resolution allocating 345 billion VND to invest in renovating the drainage system, rebuilding sidewalks, expanding the median strip; replacing lighting, trees... Quang Trung-Le Loi-Mai Hac De street. To facilitate construction and combine the construction and exploitation plan, Vinh City People's Committee wants to complete the site clearance and construct the two project components together.

Mr. Nguyen Duc Thien - Deputy Director of Vinh City Investment Project Management Board added: Although some stages of the project design documents have been implemented, it is likely that the project will only be restarted after the local administrative apparatus is stabilized according to the new model. And the traffic light cluster at the intersection between Le Loi Street and Ly Thuong Kiet Street, phase 2, cannot be constructed yet to reduce traffic congestion during rush hour.
