In Vinh Linh district, there are currently 4 industrial parks: Cua Tung, Eastern industrial park, Western industrial park (cluster A) and Western industrial park (cluster B). Of which, Cua Tung industrial park has been in operation since January 2020 with an area of 9 hectares, and has completed the construction of phase 1 technical infrastructure with an area of 2.5 hectares. 4 enterprises have registered to invest in 5 factories in Cua Tung industrial park with a total land lease area of 11,263 m2, reaching a 100% occupancy rate, with a total investment capital of 22.67 billion VND.
However, at present, the steel-core plastic door factory and the plastic handicraft household goods factory of Quy Lam Construction Company Limited are not operating due to lack of orders. The Thong Thanh raincoat factory of Thong Thanh Company Limited has not yet started construction. The reason is that the economic situation is facing many difficulties, leading to investors not being able to ensure financial capacity to invest in infrastructure construction.
Quang Minh Vinh Linh Investment Company Limited transferred the Quang Minh Vinh Linh Export Garment Factory project to Huong Linh Travel Equipment Company Limited. Particularly, the Export Garment Factory project (phase 2) of Quang Minh Vinh Linh Investment Company Limited with an area of 3,900 m2, capacity of 270,000 products/year, total investment capital of 6.5 billion VND has completed the production workshop... According to the representative of Quang Minh Vinh Linh Investment Company Limited, the biggest difficulty of the company at present is the lack of labor to ensure the conditions for putting the factory into operation.
The steel rolling and construction steel processing factory of Tuyen Tuyen One Member Co., Ltd. is one of two production facilities operating in Cua Tung Industrial Park. The factory was built in 2020 with an area of nearly 1,900 m2, an investment capital of over 3.8 billion VND, and is currently creating jobs for 15 local workers with an average salary of 6.5 - 7 million VND/person/month.
Ms. Tran Thi Van, Deputy Director of the factory, shared: “Currently, the infrastructure of the industrial park still has many limitations. The roads are too small, only about 3 meters wide, making it impossible for large trucks to enter and exit to transport goods. We are forced to use small vehicles, which makes it difficult to transport large quantities of goods.”
Production activities at Cua Tung Industrial Park are being affected by many factors. Changes in regulations such as the Investment Law, the Environmental Protection Law, decrees, circulars, and fire prevention regulations... related to investment in production at the industrial park make it difficult for project investors to implement the project. Capital is also a big challenge, as businesses cannot borrow capital to invest in building factories and expanding production.
In recent years, the province has focused on balancing capital sources to arrange investment in technical infrastructure of industrial clusters in the province for the period of 2021 - 2025. However, the allocated capital is still small, not meeting the investment situation in building infrastructure of industrial clusters, but only investing in essential items to attract investment and development projects. Some industrial clusters proposed to be included in the industrial cluster development plan for the period of 2021 - 2030 are included in the Provincial Planning approved by the Prime Minister in Decision No. 1737/QD-TTg dated December 29, 2023. However, it is not suitable for the actual development situation of the locality such as: no traffic connection, unfavorable terrain, clusters are divided into many pieces, clusters have not been added to the land use planning in the development plan of the People's Committee of districts, towns and cities.
According to Vice Chairman of Vinh Linh District People's Committee Nguyen Anh Tuan, many investors have submitted proposals for research and survey of technical infrastructure investment in industrial parks in the area. However, the land use planning area of industrial parks has not been allocated in accordance with regulations, and some industrial parks are not in accordance with land use planning. The district People's Committee is adjusting the land use planning until 2030 and the land use plan for 2025. The district has also proposed that the province pay attention to allocating land use targets for the Eastern industrial park of 15 hectares, the Western industrial park (cluster A) of 75 hectares, and the Western industrial park (cluster B) of 35 hectares.
In 2025, Vinh Linh aims to attract investors in technical infrastructure for the industrial park in the west of the district. At the same time, the locality will closely coordinate with enterprises to survey and implement investment projects in this industrial park. For Cua Tung industrial park, the district will strengthen management, speed up the construction progress of factories, and ensure completion according to plan.
Regarding state management, Vinh Linh will strengthen monitoring, inspection and evaluation of the implementation of legal documents related to land, environmental protection, fire prevention and fighting and regulations on industrial park management. The district will also promote the direction and management of investment in construction and management of industrial parks in the area in accordance with the law.
