- On March 29, Prime Minister Pham Minh Chinh chaired an online meeting of the Government Standing Committee with localities to report on the results of the inspection and urging the implementation of the plan to complete 3,000 km of expressways by the end of 2025 by 7 inspection teams led by Deputy Prime Ministers.
Attending the event were Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; leaders of ministries, departments, sectors, investors and contractors implementing the project.
At the Lang Son province bridge, the conference was attended by comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches, People's Committees of districts where the project passes through and representatives of project enterprises.
According to the report, in March 2025, the Prime Minister established 7 working groups led by Deputy Prime Ministers to inspect 28 projects and component projects scheduled to be completed in 2025 with a total length of about 1,188 km so that by the end of 2025, the whole country will have completed 3,000 km. Of which, the Ministry of Construction and VEC are implementing 17 projects, with 889 km; localities are implementing 11 projects with 299 km. In addition, the 2 projects Dong Dang (Lang Son) - Tra Linh (Cao Bang) with a length of 93 km and Huu Nghi - Chi Lang with a length of 59.87 km are scheduled to be completed in 2026 and have been registered by the 2 provinces of Lang Son and Cao Bang to open the route before December 31, 2025.
The inspection results show that the competent authorities have made efforts in implementing the projects, the localities have also mobilized the entire political system to participate in the work of site clearance, handling procedures for granting construction material mines, and the progress of the projects has many positive changes.
Specifically, there are 18 projects that meet progress requirements and no longer have major difficulties or problems.
However, there are still 10 projects invested by the Ministry of Construction and localities that have not met progress requirements due to problems with site clearance, lack of materials, and contractors have not yet mobilized machinery and equipment to construct items.
For projects in Lang Son province, the provincial People's Committee has directed districts and cities to implement site clearance resolutely and effectively. Of which, the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project, the districts have handed over 392.1ha/458.51ha of site, reaching 85.2% of the approved technical design scope. For the Huu Nghi - Chi Lang border gate expressway project, the districts and cities have handed over 549.54/593.6ha of site (reaching 92.58% of the total route area). Construction work is also being accelerated by contractors such as adding machinery and equipment, increasing construction sites; In particular, at the Huu Nghi-Chi Lang border gate expressway project, by March 29, 2025, the project enterprise had arranged 71 construction teams (an increase of 25 teams compared to the beginning of March 2025), mobilizing 1,771 personnel and 800 machines and equipment.
Discussing at the meeting, representatives of localities and investors pledged to the Prime Minister to focus on leading, directing and urging investors and contractors to speed up construction progress and completely resolve problems related to land and materials to implement projects, striving to complete 3,000 km of expressway by the end of 2025.
Speaking at the conference, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lang Son province proposed to the Prime Minister to increase the state budget capital from 50% to 70% of the Huu Nghi-Chi Lang border gate expressway project and support from the central budget 2,700 billion VND to expand the branch line from Huu Nghi border gate to Tan Thanh border gate, 17 km long, connecting with the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway from 2 lanes to 4 lanes.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized: The task of completing 3,000 km by the end of 2025 is especially important so that localities benefiting from the project have new development space and contribute to promoting economic growth in 2025, enhancing the competitiveness of the national economy.
The Prime Minister requested localities, ministries, branches and units assigned to be investors of expressway projects that are behind schedule to focus on leadership and direction to speed up construction progress, especially urgently removing difficulties and obstacles related to land and construction materials in April 2025 to promote projects and complete the goals set by the Government.
Expressway project groups assigned by the Ministry of Construction, units and localities to be investors must meet progress requirements, continue to promote the achieved results, focus on mobilizing machinery and equipment to speed up construction progress to complete investment projects as soon as possible to promote the investment efficiency of the projects.
The Ministry of Finance, the Ministry of Agriculture and Environment, and the Ministry of Industry and Trade advise the Government and the Prime Minister to allocate capital for projects to be completed in 2025 to promote project progress; review legal regulations guiding localities on waste disposal; and relocate technical infrastructure works.
The Ministry of Construction reviews all expressway projects, develops specific progress plans to monitor, urge and accelerate progress, manage quality, and promote emulation to strive to complete construction of works to celebrate major holidays in 2025.
