NDO - Chairing a press conference with Bulgarian President Rumen Radev to inform about the results of the talks, on the morning of November 25, at the Presidential Palace, President Luong Cuong affirmed that President Rumen Radev's visit is an important event, taking place at a time when the two countries are preparing to celebrate the 75th anniversary of the establishment of diplomatic relations (February 8, 1950 - February 8, 2025), and is also the basis for creating a new breakthrough, contributing to bringing the good traditional friendship and multifaceted cooperation between Vietnam and Bulgaria to new heights.


Warmly welcoming President Rumen Radev and his wife and the high-ranking Bulgarian delegation on their official visit to Vietnam, the President said that the talks were successful in an atmosphere of friendship, trust and mutual understanding. The two sides discussed the situation in each country, reviewed and assessed the bilateral relations over the past time and were pleased to see that the traditional friendship between Vietnam and Bulgaria has developed positively in many fields, especially politics, diplomacy, trade, labor, defense and security... However, the cooperation results are still modest, not commensurate with the potential and desires of both sides.

According to the President, the two sides comprehensively discussed major orientations and identified specific measures to strengthen cooperation and elevate relations in the coming time; agreed to continue to maintain regular exchanges of delegations at all levels, promote cooperation in the fields of economy, education-training, science-technology, labor, culture-sports-tourism and people-to-people exchange.

Emphasizing that the two sides have identified the goal of improving the effectiveness of investment cooperation and increasing two-way trade turnover; fully implementing the agreements that the two countries have signed or participated in, especially making the most of all opportunities from the Vietnam-EU Free Trade Agreement (EVFTA); promoting the role of cooperation mechanisms, including the Intergovernmental Committee on Economic and Scientific-Technological Cooperation, the President also said that the two sides have agreed to open up new areas of cooperation in which Bulgaria is strong and Vietnam has demand such as digital transformation, biotechnology in agriculture and healthcare, etc.

The President also respectfully thanked and asked President Rumen Radev to continue creating favorable conditions for the Vietnamese community in Bulgaria to live, work and study, contributing to building a bridge of friendship for the increasingly good development of relations between the two countries.

On the multilateral front, the President affirmed that both sides highly appreciated the close and effective coordination between the two countries at multilateral organizations and forums, especially at the United Nations and within the ASEAN-EU framework. Discussing international and regional issues of mutual concern, the two sides agreed that disputes and conflicts in the world need to be resolved by peaceful means, on the basis of the fundamental principles of the United Nations Charter and international law, contributing to maintaining peace, stability and development in the regions and globally.

We deeply believe that, with the important documents signed during this visit and the political determination of the leaders of the two countries, together with the efforts of the ministries, branches and business communities of both sides, the traditional friendship and multifaceted cooperation between Vietnam and Bulgaria will grow stronger and stronger, meeting the sustainable development needs of each country.

The President expressed his delight to announce that the two sides had agreed to issue a Joint Statement on the results of the visit to affirm the commitments of the two countries' senior leaders in promoting cooperation in areas where both sides have strengths and needs, for the benefit of the two peoples, and for cooperation and prosperity in the world.

For his part, Bulgarian President Rumen Radev expressed his honor and sincere thanks to the State and People of Vietnam for the warm, sincere and thoughtful reception given to the President and his delegation; affirmed that the close relationship and mutual trust between the two countries is not accidental but because Vietnam is an important partner of Bulgaria in Southeast Asia and the two countries have had a traditional relationship of trust and mutual respect for many years.

Congratulating Vietnam on its achievements in the cause of Renovation, national development and international integration, especially the sustainable socio-economic development, President Rumen Radev emphasized that during this visit, the two sides are working together towards an increasingly better and deeper relationship. The two sides reviewed the overall relations between the two countries and agreed that economic and trade relations need to be further developed to match the high-level meetings and dialogues as well as the potential of the two countries.

Emphasizing the steps in developing economic and trade relations between the two countries, President Rumen Radev said that the delegation included many large Bulgarian enterprises and looked forward to good results from the upcoming business and entrepreneur forum between the two countries.

President Rumen Radev also said that there are more than 30,000 Vietnamese people who have lived and studied, including more than 5,000 people with university degrees or higher, in Bulgaria, which is an important bridge contributing to the development of relations between the two countries; affirming that Bulgaria is the first country in Eastern Europe to have training to spread Vietnamese language and culture.

Expressing his delight at the signed documents covering education and training, trade and relations between localities of the two countries, President Rumen Radev hoped that on the basis of the traditional and friendly cooperative relationship and the documents signed during the visit, the two sides would strengthen mutual trust and promote the increasingly developing cooperative relationship; committed to making every effort to maintain and support the relationship between the European Union and Vietnam as well as the relationship between Bulgaria and Vietnam.

Previously, President Luong Cuong and President Rumen Radev witnessed the handover ceremony of cooperation documents signed on the occasion of the visit, including: Agreement on educational cooperation between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Bulgaria for the period 2025-2028; Memorandum of Understanding on cooperation between the Vietnam Federation of Commerce and Industry (VCCI) and the Bulgarian Chamber of Commerce and Industry (BCCI); Memorandum of Understanding on cooperation between the People's Committee of Can Tho city and the government of Ruse city.
