With an impressive GRDP growth rate of 11.5%, Thanh Hoa is getting closer and closer to its goal of becoming a “new growth pole”, ranking 3rd in the country and leading the group of 10 provinces and cities with the largest economic scale in the country. So, what is the explanation for this very proud achievement?

Solidarity and responsibility
To be ready to enter 2024 - a year of special importance and decisiveness for the successful implementation of the Resolution of the 13th National Party Congress, Resolution No. 58-NQ/TW of the 12th Politburo, Resolution of the 19th Provincial Party Congress, the Provincial Party Executive Committee issued Resolution No. 15-NQ/TU on directions and tasks for 2024. In which, it forecasts difficulties and disadvantages due to the complicated and unpredictable developments in the world and region; as well as the "double negative impact" on Thanh Hoa from unfavorable external factors and internal limitations and shortcomings that have not been overcome.
It can be said that analyzing, forecasting, and grasping the situation - including both unfavorable and favorable factors - in line with reality is considered a "necessary" condition to come up with appropriate solutions. However, the prerequisite to seize opportunities, overcome challenges and achieve results is to maintain and continue to strengthen solidarity and unity within each agency and unit, solidarity within the Party, within the entire political system and solidarity among the entire people. In particular, it is the effort, determination, drasticness, proactiveness, flexibility, creativity and effectiveness in the leadership, direction and operation of Party committees and authorities at all levels. This has also been emphasized many times by the head of the Provincial Party Committee as a valuable lesson learned in the process of leading the implementation of socio-economic development goals and tasks, ensuring national defense and security and building the Party and political system in the province in recent times.
Grasping the motto "Discipline - Responsibility - Action - Creativity - Development", from the beginning of 2024, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee have focused on leading and directing all levels, branches, localities and units to continue to resolutely and effectively implement the goals, tasks and solutions according to Resolution No. 15-NQ/TU dated December 1, 2023 and Conclusion No. 2079-KL/TU dated April 5, 2024 of the Provincial Party Committee. Thereby, promptly concretizing, institutionalizing, developing programs, projects, mechanisms and policies to implement the policies, resolutions and conclusions of the Central Committee and the Provincial Party Committee. At the same time, strengthening direction to remove and resolve difficulties, obstacles and newly arising issues, creating a favorable environment and conditions for the implementation of political tasks of the province and branches, localities and units.
A very typical example of the responsible involvement and determination in leadership, direction and management of the Provincial Party Committee and Provincial People's Committee in the first 6 months of 2024 is the firm grasp of the situation of enterprises and large, key projects to promptly support and remove difficulties and obstacles. From there, promote production and business, accelerate the implementation of investment projects, disbursement progress of public investment capital... Thanks to that, the industry - construction sector increased by 17.9% (industry alone increased by 21.1% and contributed up to 7.5 percentage points to the GRDP growth index of the whole province). At the same time, with the close direction and synchronous solutions to increase State budget revenue of the Provincial Party Standing Committee and the Provincial Party Standing Committee, in the first 6 months of the year, State budget revenue in the province increased compared to the estimate (reaching 83.4%) and increased by 40.6% over the same period, with a very impressive figure of VND 29,670 billion (as of June 30, 2024).
The reasons for the achievements have been pointed out. At the same time, many valuable lessons have also been drawn. As emphasized by Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the first lesson is to promote the strength of solidarity, self-reliance, self-strengthening, aspiration and efforts to rise up; to be steadfast, courageous, and unwavering in the face of difficulties and challenges. That is to grasp and closely monitor the practical situation, have timely, proactive, flexible, and certain response solutions and policies, especially for newly arising and urgent issues. That is to strengthen discipline and administrative discipline, especially to promote the responsibility of leaders in directing, operating, monitoring, urging, and inspecting the implementation of tasks. It is the close and effective coordination between levels, sectors and agencies, especially in solving arising problems, ensuring "right roles, right tasks", not avoiding or shirking responsibility, setting goals for sustainable development above all and first. It is the good implementation of information and propaganda work, contributing to creating social consensus, improving the effectiveness of policy implementation, inspiring and creating new momentum for development.
Striving to reach the finish line
Thanh Hoa has passed the halfway point of 2024 with many very valuable achievements. However, "we must not be intoxicated with victory, rest on our laurels, must persevere in the set goals with higher determination, greater efforts, more drastic and effective actions". That is the guiding spirit of comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the 31st Provincial Party Executive Committee Conference (held in early July 2024). He also emphasized: "All levels, sectors, and localities must be active and proactive in solving work according to their functions and tasks; at the same time, we must improve the effectiveness of coordination work, ensure "the right role, the right lesson", not avoid or shirk responsibility, put the goal of sustainable development of the province first and foremost".

Because the achievements in the first 6 months of the year are still just the beginning, while the tasks set for the Party Committee, the government and the people of all ethnic groups in the remaining 6 months are very large. Therefore, it is necessary to look straight at the truth to see the remaining aspects, limitations and weaknesses that are obstacles to the development of the province. In response to that requirement, at the 20th Session of the 18th Provincial People's Council, with a straightforward and open-minded spirit, Chairman of the Provincial People's Committee Do Minh Tuan made a commitment: Immediately after this session, the Provincial People's Committee and the Chairman of the Provincial People's Committee will focus on directing departments, branches, localities and units to analyze and clarify subjective and objective causes, responsibilities of collectives and individuals and develop specific plans and solutions to overcome the limitations and weaknesses. In particular, it is necessary to clearly identify the tasks, solutions and units in charge of implementation; assign leaders of branches and units to directly direct the implementation; Clearly define the time to complete the overcoming of limitations and weaknesses. From there, it serves as a basis for inspection, supervision, comments and evaluation of the level of task completion of sectors, localities and units.
It can be affirmed that with the spirit of "Discipline - Responsibility - Action - Creativity - Development" and the guiding and operating viewpoint of "Responsibility, effort, flexibility, determination, efficiency; creating truly clear changes in all fields and localities; striving to successfully complete the goals and tasks of 2024", the Provincial People's Committee has set forth and thoroughly disseminated to all levels, sectors, localities and units. At the same time, with the proactive seizing of opportunities, forecasting challenges and being active, synchronous and responsible in implementing 9 groups of tasks and key solutions for the last 6 months of 2024, the Standing Committee of the Provincial Party Committee has set forth at the 31st Provincial Party Executive Committee Conference. It is expected that the main targets set out in Resolution No. 15-NQ/TU on directions and tasks for 2024 will be achieved, especially the key economic target of GRDP growth rate reaching 11% or more. From there, it creates a solid premise for Thanh Hoa to successfully implement the Resolution of the 13th National Party Congress, Resolution No. 58-NQ/TW of the 12th Politburo and Resolution of the 19th Provincial Party Congress.
