Speed ​​up site clearance to serve construction projects in Dong Ha

Identifying site clearance as one of the key solutions to accelerate the progress of infrastructure construction to serve socio-economic development, Dong Ha city is focusing on accelerating the implementation of this important task.

According to information from the People's Committee of Dong Ha city, in 2024, the locality will carry out site clearance for the construction of 39 works and projects. Of which, there are 9 key works and projects, including: Coastal road connecting the East-West Economic Corridor; Eastern bypass of the city; Tran Nguyen Han street (phase 2); road at both ends of the Hieu River cable-stayed bridge (phase 1); drainage system in Phan Dinh Phung area and Quarter 2, Ward 5; Le Thanh Tong street (Le Loi - Hung Vuong section)...

This is a very heavy task and in order to carry it out well, thereby contributing to speeding up the progress of projects serving socio-economic development while still ensuring compliance with legal regulations and the legitimate rights and interests of affected people, Dong Ha has implemented many solutions.

In particular, the City People's Committee promptly issued a plan to implement site clearance in 2024; directed relevant agencies, units and local authorities to take drastic action, enhance responsibility in implementation; organized regular or ad hoc meetings with agencies, investors and People's Committees of wards to grasp and resolve difficulties and problems in site clearance work.

Direct the People's Committees of wards to pay special attention to confirming the origin, time of land use and other related contents of the people whose land is recovered to ensure completeness, accuracy and timeliness, giving priority to cases with complete records and documents, and cases of a simple and uncomplicated nature.

The City People's Committee regularly checks progress, dialogues, and resolves problems during implementation; promptly approves compensation, support, and relocation plans for technical infrastructure systems; unifies overall and detailed land allocation plans for projects serving site clearance work...

For example, for the Coastal Road Project connecting the East-West Economic Corridor, Quang Tri province (phase 1) through Dong Ha, the city has a total of 225 affected cases with a total recovered land area of ​​35 hectares, including: 42 cases affected by residential land; 1 case affected by religious land; 180 cases affected by rice land...

By mid-July 2024, the City People's Committee had issued 4 land recovery notices for 225 affected cases; approved compensation and support plans in 3 phases for 30 cases affected by residential land and 1 case affected by religious land with compensation and support costs of 61 billion VND (all households have agreed to the approved plan). For the remaining 12 cases affected by residential land, the City Land Acquisition Council is finalizing compensation and support plans and submitting them for approval for 9 affected cases; the remaining 3 cases outside the 60 m construction area are being focused on resolving.

For agricultural land cases, the focus will be on pricing, publicizing at the end of July 2024 and mobilizing households to receive money and hand over the site in early August 2024. For cases of land allocation within the scope of project implementation, including 37 cases with a total of 64 plots of land (13 resettlement plots and 51 plots of land allocation with land use fees), the city has arranged in the Residential Area on both sides of Han Thuyen Street (phase 2) and Dong Kenh N2 Residential Area to allocate land; organize for all households to draw lots, choose the plot of land expected to be allocated and have allocated land for 27 cases with 42 plots, striving to complete all in July 2024...

The land acquisition and clearance work in Dong Ha still faces difficulties and obstacles. Especially the large volume of land acquisition and clearance that requires implementation in a short time; in some projects, there are cases where people do not agree with the compensation and support policies or are making petitions.

The allocation of resettlement land and land with land use fee collection, and adjustment of land use right certificates still have some problems and shortcomings. The coordination between functional agencies, investors, and ward authorities is sometimes and in some places still not tight. The measurement, determination of land users, confirmation of origin, time of land use, and land type by investors and the People's Committees of some wards still have errors and mistakes, leading to delays and prolongation.

According to Vice Chairman of Dong Ha City People's Committee Pham Van Dung, in order to speed up the progress of site clearance to serve the construction of works and projects, the solution that the city focuses on is to require investors, project managers, relevant agencies and units, and People's Committees of wards to uphold their sense of responsibility to seriously, promptly and effectively implement the directive documents, notices of conclusions of the leaders of the City People's Committee as well as regulations on site clearance work; strengthen close coordination to perform this work well according to functions and tasks...

The process of implementing land acquisition and clearance focuses on listening to people's thoughts and aspirations and having substantive dialogue with them as well as promptly resolving complaints; ensuring transparency in all stages from project announcement, land acquisition measurement and documentation, counting, determining land origin, pricing, and compensation implementation.

Along with that, it is necessary to do better in disseminating information and propaganda about the Party's guidelines, policies and laws of the State and local policies on site clearance, compensation, resettlement support and the benefits of works and projects so that people can understand, agree and support.
