According to the announcement, the fee will be adjusted from VND2,100/km to VND2,240/km, equivalent to an increase of 7%. The new price includes value added tax (VAT) and is applied according to the vehicle classification prescribed in Decree 130/2024/ND-CP of the Government.
Specifically, the new toll rates are as follows: Cars under 12 seats, trucks under 2 tons, buses: from 9,237 VND to 112,126 VND/trip; cars 12 - 30 seats, trucks 2 - 4 tons: from 13,855 VND to 168,188 VND/trip; cars over 31 seats, trucks 4 - 10 tons: from 18,474 VND to 224,251 VND/trip; trucks 10 - 18 tons, 20 feet containers: from 23,092 VND to 280,314 VND/trip; trucks over 18 tons, 40 feet containers: from 36,948 VND to 448,502 VND/trip.

According to VEC, the adjustment is part of the roadmap for periodic price increases every 3 years with an increase of 12% per period, previously approved by the Ministry of Construction. In 2023, other expressways managed by VEC increased prices by 12%, while the Ho Chi Minh City - Long Thanh - Dau Giay route only increased by 5% due to restrictions imposed by Circular 28/2021 of the Ministry of Construction.
However, on November 13, 2024, the Ministry of Transport issued Circular 32/2024 replacing Circular 28, and the 2023 Price Law no longer stipulates a ceiling price for expressway use services. On that basis, VEC believes that this 7% increase is necessary to ensure investment efficiency and the company's debt repayment obligations.
The 55 km long Ho Chi Minh City - Long Thanh - Dau Giay Expressway, connecting Ho Chi Minh City with Dong Nai province, was put into operation in 2015. Due to the rapid increase in traffic volume, this route is often overloaded.
In order to resolve the traffic congestion, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to be responsible for organizing the implementation of the expressway expansion project, striving to complete and put into operation before September 2, 2026.
The expansion project has an estimated total investment of VND14,875 billion. The expressway will be upgraded to Class A standards, with a design speed of 120 km/h (Long Thanh bridge alone, 100 km/h). The section from Ring Road 2 to Ring Road 3 will be widened by 7.5m on each side, reaching a scale of 8 lanes, the section from Ring Road 3 to Bien Hoa - Vung Tau expressway intersection will be widened to 10 lanes according to the plan, with a total bridge width of 41.5m.
