To ensure market control and stabilization, from the beginning of January 2024, the Provincial Market Management Department has directed the Market Management Teams, based on market developments, to proactively develop a thematic inspection plan before, during and after the opening of the National Tourism Year - Dien Bien and the 2024 Ban Flower Festival. With the goal of ensuring that festival activities take place safely and joyfully, the affiliated Market Management Teams have strengthened price inspection and control; especially for business organizations and individuals. Effectively carry out the work of combating smuggling, trade fraud; production and trading of counterfeit, poor quality goods, goods of unknown origin; not allowing price increases and price gouging of tourists during the Festival.
For organizations and individuals doing business in food and beverage services, motels, hotels; souvenirs, specialty products (Dien Bien rice, dried bamboo shoots, dried meat, honey, wines, herbs, etc.), the provincial Market Management force focuses on inspecting and controlling compliance with legal regulations. In February 2024, the provincial Market Management force inspected 41 cases, handled 21 violations, mainly violations of not posting prices, food safety (general conditions to ensure food safety), health (not publicly posting pharmacy practice certificates in cases where a practice certificate is required); imposed fines and collected more than 40 million VND to the State budget.
Mr. Lo Van Au, Deputy Director of the Market Management Department, in charge of Market Management Team No. 1, said: As the area where the festival activities mainly take place, from the beginning of the year, Market Management Team No. 1 (managing Dien Bien Phu City) has developed a specialized plan to inspect and control the market for the National Tourism Year - Dien Bien, the Ban Flower Festival in 2024 and the 70th anniversary of Dien Bien Phu Victory. Especially during the peak period (from March 1 to March 30 and from April 30 to May 19), Market Management Team No. 1 mobilized 100% of its forces to strengthen market inspection and control in the city. Assign and assign specific tasks to civil servants to strengthen management work according to the area; implement measures and tasks to detect, inspect, prevent and strictly handle organizations and individuals who violate the law. At the same time, proactively coordinate with relevant functional forces in the assigned management area in exchanging information and handling violations before, during and after the Festival.
Through professional measures, the Team also inspects organizations and individuals who have violated the law or have signs of violating the law on production and trade of counterfeit goods, poor quality goods, goods that do not ensure food safety, goods of unknown origin...
Ms. Tran Thi Xuan, a tourist from Ha Nam province, said: Coming to Dien Bien during the opening days of the National Tourism Year - Dien Bien and the Ban Flower Festival 2024, although the number of tourists was very large, my family did not have to pay an increase in accommodation services as listed; food services were also very reasonable, ensuring food hygiene and safety.
Along with inspection and control, the Market Management force has stepped up the dissemination of policies and laws on commercial business activities to organizations and individuals in production and business; especially organizations and individuals in the food service, motel and hotel business. Sign a commitment to post prices, sell at the listed price, not increase prices, or force prices down; not smuggle, commit commercial fraud, produce and trade in counterfeit goods, poor quality goods, trade in expired food, and food that does not ensure food safety. Thereby, contributing to improving the effectiveness of anti-smuggling, commercial fraud, market stabilization, and protection of consumer rights.
