Strengthening insurance policy dialogue with businesses

Officers of the Department of Book and Card Collection Management (Provincial Social Insurance) answer questions about the implementation of insurance policies for businesses.

The provincial Social Insurance has just organized a dialogue conference on social insurance, health insurance, and unemployment insurance policies with employers in Dien Bien Phu City. With the participation of 65 enterprises, in addition to learning about the legal regulations on the responsibility to participate in compulsory social insurance and health insurance of the unit; the benefits and rights of the unit and employees when participating and paying compulsory social insurance and health insurance. Enterprises were also informed by the provincial Social Insurance to each unit of the number of employees they are using but have not registered to participate and pay compulsory social insurance and health insurance. At the same time, on the basis of listening and discussing difficulties and obstacles in the implementation of policies and laws on insurance of the units; the provincial Social Insurance has answered questions, removed difficulties, created conditions to help enterprises quickly overcome immediate difficulties, aiming to ensure full benefits of social insurance, health insurance, and unemployment insurance for employees.

At Dien Bien Rubber Joint Stock Company, the implementation of social insurance policies is always given attention. Despite the large number of employees, this enterprise always implements well the social insurance, health insurance, and unemployment insurance policies for employees. Salary, bonus, and benefits are paid promptly and in accordance with regulations. Currently, the total number of officers, employees, and workers of the company is 635 people and all have signed labor contracts, participated in social insurance, health insurance, and unemployment insurance. However, the implementation of insurance policies at the Company still faces some difficulties.

Discussing the difficulties encountered in the implementation of the unit's insurance policy at a direct dialogue with the provincial Social Insurance, Ms. Pham Hoai Thu, Department of Labor and Wage Organization (Dien Bien Rubber Joint Stock Company) said: The company currently has a workforce that has not participated in insurance. These are seasonal workers, when they have a job, they will sign a contract. Due to the short working time, although the Company has encouraged them to participate in insurance, the workers all expressed their unwillingness to incur costs when participating in insurance.

Along with the representative of Dien Bien Rubber Joint Stock Company, many representatives of enterprises also shared difficulties and problems and had some opinions such as: Conditions for compulsory social insurance payment for foreign employees working in Vietnam; employees with seasonal contracts and verbal contracts from 1 to 3 months must pay compulsory social insurance and health insurance; in case the employee quits the job but the debtor unit has not closed the social insurance book, how can the employee pay the unemployment insurance regime; conditions for receiving unemployment insurance when the employee unilaterally terminates the labor contract; people with meritorious services to the revolution request the social insurance to consult with the provincial General Hospital to be treated at the internal medicine department A...

After receiving comments from employers, representatives of the provincial Social Insurance leadership, the book and card collection management department and the health insurance appraisal department directly responded to the contents according to legal documents; provided information, exchanged and resolved difficulties in organizing the implementation of social insurance, health insurance and unemployment insurance policies. Regarding Dien Bien Rubber Joint Stock Company, the provincial Social Insurance agreed with the unit to plan to organize a conference to promote and discuss social insurance and health insurance policies in 2023 in early August, in order to disseminate policies and benefits of social insurance, health insurance and unemployment insurance to employees.

Mr. Tran Minh Tuan, Director of the Provincial Social Insurance, said: As an agency organizing and implementing social insurance, health insurance, and unemployment insurance policies, the Provincial Social Insurance always identifies creating favorable conditions for people and businesses as one of the key tasks of the industry. Along with propaganda activities, coordinating with functional agencies to inspect and examine social insurance payments for employees of enterprises and employers, the Social Insurance has increased dialogue with employees and employers on the implementation of insurance policies to help relevant parties promptly grasp and support the resolution of problems arising in the implementation of policies. At the same time, raising awareness for businesses and employees about the rights and obligations when participating in social insurance, health insurance, and unemployment insurance, thereby practically ensuring the rights of all parties, contributing to ensuring social security in the province.
