Kinhtedothi - Lao Cai Provincial People's Committee has just issued Document No. 09/CT-UBND dated December 20, 2024, directing the main tasks during the Lunar New Year 2025. Accordingly, strengthen the work of preventing and combating waste and negativity; do not organize visits and New Year greetings to superiors and leaders at all levels.
Accordingly, in order to best prepare conditions to serve the people to enjoy spring, welcome the New Year and Lunar New Year 2025, create new momentum, new motivation, determination to successfully implement the goals and tasks of 2025, and at the same time fully complete the goals set out in the Resolution of the Party Congresses at all levels for the 2020 - 2025 term, the Chairman of the Lao Cai Provincial People's Committee requested heads of departments, branches and sectors of the province, Chairmen of People's Committees of districts, towns and cities and organizations, agencies and units to focus on implementing assigned tasks and solutions; in which, focusing on implementing well a number of key tasks and solutions as follows:
Thoroughly grasp and strictly implement tasks under the direction of the Government, Prime Minister, Ministries, Central Branches and Provincial Party Committee, Provincial People's Committee during the Lunar New Year 2025.
Strengthen solidarity and unity within the Party, national solidarity, promote the tradition of "mutual love and support". Accelerate the implementation of poverty reduction programs, eliminate temporary and dilapidated houses.
Implement well social security and welfare policies, take care of the material and spiritual life of the people, ensure that every family and every person has the conditions to enjoy spring and celebrate Tet. Pay attention to and take care of policy families, people in difficult circumstances, poor households, people affected by natural disasters (especially households seriously affected by storm No. 3), epidemics, remote areas, border areas, ethnic minority areas and mountainous areas; workers and laborers working in industrial parks and clusters, people who have lost their jobs, etc.
Organize well the visits and New Year greetings to veteran revolutionary cadres, heroic Vietnamese mothers, war invalids, sick soldiers, families of martyrs, families with revolutionary contributions, families of policy beneficiaries, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, regular forces on duty during the New Year holidays, in border areas, difficult areas, areas with complicated political security, order, and social safety.
Carry out well the management and organization of festivals according to regulations, ensuring that spring activities, traditional day celebrations, year-end conferences, year-end meetings, tree planting festivals... are practical, safe, economical, avoiding ostentation, formality, waste, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality.
Strengthen the work of preventing and combating waste and negativity; do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize delegations of the Province to visit and wish New Year greetings to local Party committees and authorities; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; do not participate in superstitious activities; leaders at all levels are only allowed to attend pagodas and festivals when assigned (except for participation in personal capacity); do not use the State budget, means, and public assets against regulations for festival and entertainment activities...
Strictly implement regulations on revolutionary ethical standards; exemplary responsibility of cadres and party members and things party members are not allowed to do, especially regulations on not driving vehicles after consuming alcohol.
Thoroughly educate cadres, civil servants, public employees and workers to improve their spirit and attitude in serving the people, strictly comply with regulations on public ethics, discipline and administrative discipline; absolutely do not use alcohol, beer or alcoholic beverages during working hours (including lunch break of the working day); do not smoke in offices or public places.
During holidays, cadres, civil servants, public employees and workers proactively limit and control the consumption of alcohol and beer, strictly comply with Directive No. 35/CT-TTg dated September 17, 2024 of the Prime Minister on handling cadres, civil servants, public employees and soldiers in the armed forces who violate regulations on driving vehicles with alcohol concentration in blood or breath; do not cooperate with functional forces in handling violations; Official Dispatch No. 2599-CV/TU dated July 27, 2024 of the Provincial Party Committee on strengthening the implementation of the Law on Prevention of Harmful Effects of Alcohol and Beer among cadres, civil servants and public employees; Directive No. 06/CT-UBND dated April 6, 2015 of the Chairman of the Provincial People's Committee on strengthening the management of cadres, civil servants and public employees and rectifying discipline, order and ethics of public service.
Strictly comply with traffic safety regulations; do not participate in gambling or encourage gambling in any form; do not trade, transport, store or use fireworks according to regulations.
Coordinate with the Fatherland Front Committee and socio-political organizations at all levels to launch practical and effective patriotic emulation movements to boost production and business, striving to complete the socio-economic development plan right from the first days and months of 2025.
Complete the summary of work in 2024 before December 31, 2024 for departments, branches and sectors and before January 4, 2025 for People's Committees of districts, towns and cities (prioritize organizing online conferences, only in person when necessary) to focus on directing the implementation of political tasks in 2025 and taking care of Tet for the people.
Each agency and unit reviews work before the Tet holiday, not to delay progress. Assign leaders, civil servants, public employees, and workers to be on duty during the Tet holiday to handle work, serve the needs of the people, organizations, and businesses well, and promptly carry out and handle arising tasks and work, not to affect the interests of businesses, organizations, and individuals.
Strictly implement the information reporting regime during the Tet holiday. Immediately after the Lunar New Year holiday of At Ty in 2025, agencies, units and localities urgently return to normal work, focusing on continuing to strongly, drastically and synchronously implement the tasks of 2025, not allowing delays or affecting professional activities, striving to complete tasks right from the first months of 2025, especially implementing on schedule the summary of Resolution No. 18-NQ/TW, streamlining the organization of the political system to operate effectively and efficiently; strictly comply with regulations and use working time effectively, not using working time for personal work or attending festivals.
