New vitality in the "steel shield" region

During the historic days of April, we returned to Thuan Bac - the former "steel shield" region to record the changes of this land. After 50 years of liberation and especially nearly 20 years of establishment and operation (October 1, 2005), Thuan Bac is now "changing its skin and flesh" every day, green covers everything, and people's lives are increasingly prosperous and happy.

From the center of Thuan Bac district, going to the communes in the area, you can see the golden rice fields, renewable energy projects, industrial parks, high-rise buildings, showing that people's lives are improving and the urban and rural landscape is changing day by day. Thuan Bac, the "fire line" of the past, has now "changed its skin and flesh". Comrade Pham Trong Hung, Chairman of the People's Committee of Thuan Bac district, said: In recent years, with the attention and timely leadership and direction of the central government and the province in terms of human resources and material resources...; at the same time, mobilizing the strength of the great solidarity of the people and taking advantage of external resources to invest in local development... has contributed to creating a new look for Thuan Bac today. Through each term, the District Party Committee has left deep and clear marks, demonstrating the spirit of autonomy, self-reliance, self-strengthening, dynamism, creativity, overcoming difficulties and rising up. At the same time, collective intelligence has been promoted in the process of effective leadership, direction and organization, achieving many important achievements in all areas of social life. Economic growth rate, quality of teaching and learning, national defense and security have been maintained. The leadership and management capacity of the Party Committee has been improved.

Agricultural production in Thuan Bac district previously depended on rainwater, the rice yield per crop/year was only 46.8 quintals/ha/year. Today, thanks to investment in the construction of irrigation works such as Song Trau Lake, Ba Rau Lake, Kien Kien Dam, Ba Thap Pumping Station and the system of level 2 and level 3 canals, water has been proactively provided for thousands of hectares of cultivated land. With a stable source of irrigation water, the locality has promoted land reclamation, intensive cultivation, and expanded production area; farmers have produced 3 crops/year, with an average yield of 65 quintals/ha/crop, an increase of 34% compared to before. Many new and effective models have been replicated, the conversion of production models has been carried out effectively, with 385 hectares of rice, hilly areas lacking water have been converted to dry crops, increasing economic efficiency by 1.5-2 times; In particular, some areas have switched to growing aloe vera and golden melon, with economic efficiency increasing 3 times compared to before, promoting agricultural production to increase in all 3 aspects of area, productivity and production value. The livestock industry continues to develop steadily in a safe, effective and high economic value direction. The model of raising cows, goats, sheep, black pigs and native chickens has been maintained and expanded, becoming an important industry in local agricultural production. Thanks to that, the production value of the water-providing area has now reached over 110 million VND/ha/year; the average income per capita has increased from 2.2 million VND/person in 2005 to 62 million VND/person/year; the structure of agriculture and forestry has an average annual growth rate of over 14.6%.

Mr. Katơr Vân, Suối Đá village, Lợi Hải commune (Thuận Bắc), said: In the Nhíp field, which is over 100 hectares wide and specializes in producing rice and other crops, in the past, people relied only on rainwater, some years they could only cultivate one crop but the yield was very low, many areas had to be left fallow, the land was barren, making the farmers' lives difficult. When Song Trau lake was put into operation and the State invested in building more canals to take water from the source directly to the fields, it created more favorable conditions for local agricultural production. The rice area was constantly expanded with 3 crops/year, people also implemented intensive farming models, increasing the crop for some high-yielding crops. My family alone has more than 3 sao of rice, thanks to the stable irrigation water source, the yield of each crop is quite good, from 6-7 quintals/sao, income increased, the family had the conditions to send children to school, build houses, and life improved a lot.

From a purely agricultural district, Thuan Bac today is becoming a key area for renewable energy in the province. Creatively applying central, provincial and local policies, the district now has 8 wind and solar power projects, with a total capacity of 857MW, connected to the national grid. The infrastructure of Du Long Industrial Park has initially attracted businesses to invest in production and business.

Some projects in Du Long Industrial Park have also been completed and put into use, creating new production capacity such as stuffed animals, garments, with an estimated export value of 10 million USD/year; the production scale for advantageous products such as jelly, sand, stone, cement, construction and small-scale handicraft activities continue to be maintained and developed stably. The average industrial production value increased by 21.5%; trade and service activities have developed rapidly, the district focuses on directing the synchronous implementation of solutions to support enterprises and business households in production, business and circulation of goods; Commercial infrastructure, socialization in market development investment has achieved positive results, with 4/5 communes in ethnic minority and mountainous areas having commune markets, total retail sales of goods and service revenue by 2025 is estimated at 2,536 billion VND, contributing to increasing budget revenue, creating jobs and raising income for workers in the area. The district actively coordinates with provincial departments and branches to call on economic sectors to learn about and invest in forming large-scale tourism projects.

Along with the investment attention of the State, especially the new rural construction program, local people have voluntarily contributed their efforts and money with the local government to invest in building infrastructure. The transportation system from the commune to the village is all concreted and asphalted, creating favorable conditions for travel and trade between regions; the national electricity grid covers 100%. Health care and education have been improved; thousands of poor and near-poor households, ethnic minorities in difficult circumstances, and policy families have been supported with funding to build houses and production land, promoting an improvement in living standards.

Looking back on the past, the Party Committee, government and people of Thuan Bac district are always excited and proud of the results achieved. With that mindset, we believe that Thuan Bac will continue to grow strongly in the coming period.
