The Ministry of Education and Training said that the new Decree was issued in the context that after 3 years of implementing Decree 116, some problems arose such as: Localities committed to placing orders but did not implement them, leading to delayed payment of funds; regulations on bidding for teacher training have no specific instructions; difficulties and insufficient funds to support students. At the same time, the training of pedagogical students and the recruitment after graduation into the education sector are not synchronized, leading to difficulties and lack of consistency in reimbursement of funds.
From the above limitations, Decree 60 was born with many new points to overcome the limitations and difficulties in the implementation of the old decree, while continuing to support and attract excellent and dedicated students to study and work, contributing to the education sector.
Decree 60/2025 stipulates more specifically the responsibilities of agencies and units in recovering funding for training pedagogical students. Specifically, the People's Committee of the province where the student resides is responsible for issuing a notice to recover the support funding. The student will pay the refund to the training institution or the ordering agency to pay into the state budget.
Decree 60 regulates the method of financial support for pedagogical students, in which the State provides support in the form of budget allocation according to budget decentralization. If the locality has a need for teachers, it will assign the task of training teachers to affiliated pedagogical schools, or place orders for teacher training with universities nationwide. With this regulation, pedagogical training institutions and pedagogical students will be provided with more timely and adequate funding, contributing to creating conditions for pedagogical students to study with peace of mind and improving the quality of the teaching staff.
Decree 60 also clarifies the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, learners, etc. in ensuring funding to support pedagogical students. The Decree clearly stipulates that funding support is balanced in the annual State budget expenditure estimates according to current management decentralization. The central budget supports local budgets to implement policies according to the principle of targeted support. This regulation overcomes the situation where some localities cannot balance their budgets to support pedagogical students, while ensuring compliance with the provisions of the 2019 Education Law.
The Decree takes effect from April 20 and applies starting from the 2025-2026 school year.
