In the report on this incident of the People's Committee of Tan Lap 1 Commune, signed by Chairman of the People's Committee Dang Hoang Nhan on April 2, 2025, it stated: On April 1, 2025, Tan Lap 1 Commune Police received a report from Ms. Dinh TK, born in 1994, with permanent residence in Tan Lap village, Dak Ru commune, Dak R'Lap district, Dak Nong province and temporarily residing in Hamlet 3, Tan Lap 1 commune, Tan Phuoc district, Tien Giang province about Ms. K's child being beaten at a childcare center.

The content of the incident as presented by Ms. K. is that on March 31, 2025, as usual in the morning, she took her biological child, Duong Ngoc A.Nh., born on September 18, 2023, residing at the same address, to the spontaneous childcare center of Mr. Nguyen Tr.T., in Hamlet 4, Tan Lap 1 Commune so that Ms. K. could go to work as a worker at Long Giang Industrial Park (Tan Lap 1 Commune, Tan Phuoc District, Tien Giang Province).

At around 3:30 p.m. the same day, while observing the camera at the daycare center, Ms. K. discovered that the babysitter, Ms. Nguyen Thi HT, had used her hand to hit baby Nh., so she went to the daycare center to pick up the baby and then took him to Saigon Cuu Long General Clinic - Long Giang Industrial Park for examination. The result was that baby Nh. had a swollen head, but his health is currently normal.

From this denunciation, on April 2, 2025, the Inspection Team of Tan Lap 1 commune came to the house of Ms. Nguyen Thi HT. The Inspection Team recorded that Ms. T.'s house was no longer holding any children.

Also according to the report of the People's Committee of Tan Lap 1 commune, implementing the direction of the People's Committee of Tan Phuoc district, on December 24, 2024, the commune established a team to inspect independent and private kindergartens in the area. After the inspection team went to inspect on December 26, 2024, it was recorded that there were 6 private childcare groups operating in the commune. Of these, there were 2 childcare centers with registered licenses and 4 childcare centers without registered licenses (including the center of Ms. Nguyen Thi HT). The unlicensed childcare centers all signed a commitment to stop operating.

However, about 2 months after signing the commitment, Ms. Nguyen Thi HT continued to take care of the children, saying that the children's families begged her to take care of them. Ms. T. took care of 4 children, including Duong Ngoc A.Nh. Ms. T. took care of the children without going through the hamlet and local authorities, and Ms. T. herself did not have a professional license. The inspection team also worked, asking Ms. T. to stop taking care of the children and coordinate with the local authorities to handle the case.

Regarding the violence incident that occurred on March 31, 2025, the People's Committee of Tan Lap 1 Commune held a meeting to review the role and responsibility of the responsible individuals. At the same time, it directed to focus on strict handling according to the provisions of the law.
