Maintain the number of employees for 5 years

Minister of Home Affairs Pham Thi Thanh Tra has just signed Official Dispatch No. 03 to localities on the orientation of a number of tasks of arranging administrative units and organizing two-level local governments; on the organization of apparatus, cadres, civil servants and public employees when implementing the arrangement.

Regarding the staffing issue, localities will transfer 100% of the district-level staffing to arrange the commune-level staffing. In particular, the current leadership and management staff of the district-level political system will be arranged as the core in the new commune-level units; it is possible to increase provincial-level cadres, civil servants and public employees to the commune level.

In the immediate future, localities will maintain the number of staff and civil servants at district and commune levels to arrange work at commune level and carry out the review and streamlining of staff in conjunction with restructuring and improving the quality of the team to meet task requirements, ensuring that within 5 years, they will basically comply with regulations.

According to the plan, the average staff of each commune level is about 32 (not including party and mass organizations). Of which, the People's Council at the commune level has 3 staff, the People's Committee has 3 staff, the rest are departments and equivalent.

Stop using non-professional workers

Regarding the orientation of arranging cadres, civil servants and public employees at the new commune level, based on practical conditions and standards, capacity of cadres, civil servants and public employees at the district level and current cadres and civil servants at the commune level, the Standing Committee and the Provincial People's Committee shall consider and decide.

District and commune-level cadres, civil servants and public employees, when assigned to leadership and management positions in new commune-level administrative units, will continue to receive their current leadership position allowance for 6 months from the date of the decision, and then follow the new regulations of the Government.

For commune-level administrative units, keep the same.   (no arrangement), the locality will base on actual conditions to consider and decide on the appropriate number of specialized agencies under the People's Committee or not to organize specialized departments (except for the existing Committees of the People's Council). Instead, specialized civil servants will be assigned to directly take on job positions to perform the functions and tasks of the new commune-level local government.

For commune-level administrative units that are not arranged, the expected number of staff per commune is no more than 40 officials and civil servants. The standards for leadership and management positions at the commune level are applied as at the current district level.

For civil servants and professional and technical officials at the commune level, the training level standards according to the requirements of the job position shall be applied to civil servants and public employees from the district level and above according to Government regulations.

According to this document, the use of part-time workers at the commune, village and residential group levels will end from August 1, 2025.

Assign local authorities to consider and possibly arrange and assign non-professional workers at the commune level to meet task requirements to participate in work in villages and residential groups and implement policies and regimes for cases where work is not arranged according to regulations.

After completing the arrangement of administrative units at all levels, the Government will assign the Ministry of Home Affairs to study and provide guidance under the direction of competent authorities on the arrangement and reorganization of villages and residential groups in a streamlined direction, directly serving people's lives.
